Sorry if this has been answered already, but I was curious if Canada has a lax policy on web gear? Are Soldiers in Canada allowed to swap out gear and use their own web gear commercially bought? Thanks for the info in advance.
Depends on the unit. Some units(mainly infantry) allow their soldiers to wear whatever LBE they want.

Usually you are only allowed to wear issued items in the regular force. I can't speak for the reserve force.
We are allowed to wear whatever we want underneath our regular issued items, however outer clothing such as jackets and chest rigs are accepted in some units.
In the PPCLI kitshop, items such as the Drop Zone "Recce Smock" is used by some guys and a few guys use their own purchased chest rigs on exercise and on operation.
Recce Smock:

Some chest rigs I have seen being used in the 1st and 3rd BN's:

and if you go to Daves Surplus, he has more rigs there. Unfortunately, his sight is under construction. :(

Very few units allow any sort of wholesale kit swapping. YES the Pats did loosen up in Afghanistan, but subsequant tours that are not as "combat" related have been forced to tow the line gear wise. There are the odd thing or two. But not too much.
You dont really need to swap out much CDN stuff becasue it is truely some of the best designed and most rugged gear you will ever see.
HHHAAHHAHAHAHHAHA
Well some of it... but I will have to think about it.
You may see a pouch here or there, maybe an assault pack, maybe a recce smock, but not too much. The RSMs are being told to tow the line. And regardless of how smooth you think you may be, when the RSM says no to something, you tend to do what your told. Unless you like ****-duty and few promotions.

2 Brigade (here in Ontario) is fairly strict about using only issued kit and even only current or mass issued kit. When we were getting ready to head over to Kabul the Bde Comander wouldnt let us wear our desert boots on the base to break them in. The result was tons of guys wearing desert boots with jeans at the mall every weekend...lol.

I personally don't see a problem with while you are in the feild, wearing some non issued kit, like boots, a fleece toque, cadpat rainjacket or recce smock. If it improves your comfort it improves your performance.

Ive seen it to but soon they wont be able to wear it.

Non issued boots need a chit (medical reasons)
Fleece tooques are sold at the kit shop so they are ok to wear
Ive only seen one recce smock before, and a couple CADPAT raincoats
Is the recce smock gortex?
I think it is goretex
Some reserve units in LFWA are really lax on kit. I've seen one guy wearing a US MOLLE vest with ALICE pouches an one of those crappy DIGICam boonie hats. As for non issued boots, yea you need a chit, or don't get caught. I've worn danners before on ex, no one said a thing to me, same with my jungle boots(not issued, but I got them for free from supply). Memphiz, the cadpat raincoat you saw, they might be the issue air force ones.

I just saw one of those recce smocks yesterday I was told they're like $500
The airforce sucks here, they dont issue us anything good, and I hate having no hooks tell me Im not entitled to certain kit.
