Why does it look bad? The gov't is trying to get to the bottom of the intelligence leak. They called all sorts of people to testify, does that make all of them look bad?

Maybe. But I do remember the last terror alert, coincidentally a day after the democratic convention was based on very old, outdated information. This time Bush just made a speech about the war on terror and voilà - a new terror warning -> don't question the iraq war again!
Maybe I'm just getting paranoid or it has to do with the "fool me once, fool me twice"-theorem.
