Those are called cleco fasteners. The sheets of metal are drilled full of holes and bent into shape. They are then placed on their final spot and temporarily held in place by the cleco fasteners. The clecos are then taken off one by one and a rivet takes its place.

Its probably the best way to go, seeing as the numbers have dropped so much. This way, the workers have jobs for 6-7 years - which is a good thing :)
