Running a full exercise to prepare for a possible gas attack by terrorists is costly but it is part of defence research. Protecting against threats is one of the areas covered by a European three-year funding plan. The Commission has announced a 65 million euro programme.

Yet euro-MP Karl von Wogau compares this to the roughly 40 billion euros the United States spends annually on military research. EU states invest only ten billion, he says, and with little coordination.

Securing borders and computer networks are other areas the Commission is planning for, intending to make this the first step towards a common defence research policy and a European Arms research and procurement Agency. So far many governments have tended to treat these as matters of national sovereignty.
