NEW YORK - APRIL 14: (NEWSWEEK AND US NEWS AND WORLD REPORT OUT) A few blocks from Ground Zero and the site of the former World Trade Center, a member of the special unit of the New York Police Department's Hercules Team walks along an underground subway platform April 16, 2004 in New York City. The Hercules Team wears bullet-proof vests and each carries an A-4 Carbine (similar to an M-16). The 10-member Hercules team consists of specially trained police detectives, intelligence team, bomb squad, bomb sniffing dog from the K-9 unit, Highway Police and members the Emergency Security Unit (ESU). The Hercules team moves throughout the city stopping to patrol in high profile areas, subways or houses of worship so they are seen by as many civilians as possible. The teams operate around the clock and maintain a daily presence near the New York Stock Exchange on Wall Street. They also are on the look out for civilians who may be over curious of police activity. (Photo by Robert Nickelsberg/***** Images)

What is exactly their duty ?
I mean, is it really needed to have SWAT type units to perform static guards or Metro patrol ?
In France, this is most the job of "regular" officers instead of "elite forces".
Is it for the public opinion or is there a real need for them ?
Thanks in advance.

The NYPD Emergency Services Unit is a full scale rescue/tactical unit. They do everything from your everyday kick in the door, wave in the .44, to your basic "light" rescue needs. They patrol just like any other officer in NYC.

IMHO it would cut down their response time to a minimum if they are already out on strategic positions around the city. I am no expert just my 2 cents.

No, I mean that the chassis of an Escalade is the same as the chassis of a Tahoe. Why pay $50,000 when you can pay $30,000.........and Im sure they will give you a discount if you buy a couple. The only difference between the Escalade and Tahoe's, is the interior, its just spffy-er (nicer). You could slap that armor on and Tahoe. (PMCs for example, even though they arent armored quite like that, you dont see them crusin around in Escalades, but then again, the taxpayers dont pay for their trucks)

Cadillac Gage has nothing to do with the General Motor's Cadillac. Cadillac Gage is just the name of the company. They are owned by Textron.

NYPD ESU, compared to other city's SWAT, have more duties than everyone else. They do patrol the city, but in trucks that are equipped with rescue equipment. Of course, there are hercules unit, like the ones you saw in the picture, but there are also ESU cops who are trained everything from bridge jumper rescue to anti-terrorism tactics. Unlike SWAT unit (ie. LAPD), ESU don't just kick doors and throw flashbangs, they are much more than that (and that's their duty mostly everyday)
Baboon6:
That's normal if you saw uniformed soldiers. They are a part of a security plan called "Plan Vigipirate". They are a backup to police forces to patrol the public places like touristic areas, metro, railway stations and so...
They are "normal" troops, not at all special forces or something like that.
Thank you guys for your replies regarding ESU.

Yes I think they were Foreign Legion. Am I correct in saying they are the only French troops who wear light green berets?

vary cool us polece man,I must Say love.thinks to post.
They are not the only one to wear light green berets.
Some units from the Navy also does.
Especially the FUMACO and of course Commando Marine.
But the Foreign Legion is the most known unit.
Although ESU do have some older Peacekeepers I think you'll find that the one being reffered to as anew Peacekeper here is actually one of the few Lenco Beacats purchased not too long ago...

Yup I have to agree with crinkler and Smock.
1) The sight of police armed to the teeth like this is uncomfortable. I prefer the British model of policing myself. Very effective.
2) Yes, NYPD is generally one of the most over-caffeinated, sleep-deprived, donut-hoarding, arrogant bunch of fat, overweight, obese porkers ever. They really do lack discipline. They get very emotional, too. Yes, I have been "to" New York. In fact, I live there several months every year. *flamesuit on*

Saw a coupe of those guys last year, when I visited. I also saw some kind of response team in Suburbans, parked in a sidestreet of the 1st accessible street behind the White House. Very high speed.

you must be a patrol officer for i think 5 years before you can apply then its a massive wait i'll ask the guy i know in yonkers i would think its roughly the same
sounds about right...the wait list is insanely long and twisted or so i've been told by some friends on the force down that way..from the pics there seem to be ALOT of sgts and higher rank(than ptl) officers on the team.over the summer i had read that they were getting a few barret 50's.caused some kavetching from the usually "why do you need that" crowd but it went through.dosen't transit have a type of herc team also?mog sniper should be able to answer all questions regarding NYC police and ESU seeing as how he's on the force there.
dosen't transit have a type of herc team also? There are two types of transit cops in New York (excluding Port Authority PD and Amtrak Police): NYPD Transit Bureau cops (subways) and MTA Police (LIRR and Metro North rail systems). MTAPD has its own ESU.

In regards to the Foriegn legion comment, I am almost positive they are not allowed to serve on french soil, so I doubt that they would be ones you saw.
I also seriously doubt that NYPD ESU is on the same level as their SWAT. Most of the guys in the pictures couldn't haul themselves through a window, even if their was a jelly doughnut on the other side. In my opinion they are just beat cops with some extra weapons training, and are really a show of force. I cannot see them having much extra training, maybe instinctive shooting and stuff like that. SWAT have to be abe to fast rope or rappel out of choppers and get into places fast... Not taking anything away from the ESU they have an important job, but they are not Special. My 2 cents...

ESU is the NYPD's Tac team. Some of them may look fat and unable to move quickly, but they serve a variety of different roles. I can tell you for a fact that these guys are some of the best and most highly trained individuals in Law Enforcement.

if anything ESU is more highly trained then most swat officers as they have to do all the tactical stuff plus the rope rescue and various RTA related extractions

I mean, is it really needed to have SWAT type units to perform static guards or Metro patrol ?
May be a little late but some of those pics may be the Hercules Teams, not just ESU teams standing around for no reason. Hercules Teams were ESU teams who were randomly assigned throughout the city at random posts (important sites and such) for random periods of time. They would show up, stand around for a while, then take off. It was supposed to be a "X" factor against terrorists planning attacks since they could not be sure if these guys were loitering around. Never could tell where they would show up or for how long. Don't know if the project is still on going.

Today got to see them at work, a few blocks were cordoned off by cops with tens and tens of squad cars, and then i passed ESU trucks with these SWAT teams on standby in full gear locked and loaded and all this accompanied by a chopper circling low above. Too bad i didnt have my camera with me. Looked like a mop up operation in Iraq:)

What is exactly their duty ?
I mean, is it really needed to have SWAT type units to perform static guards or Metro patrol ?
In France, this is most the job of "regular" officers instead of "elite forces".
Is it for the public opinion or is there a real need for them ?
Thanks in advance.
They are almost more like positive public opinion to show us New Yorkers that there is counter terrorist units out there to protect you

Hmm to be honest I don't feel good when I see so heavy armed police.
you should, because they are a lot better to have around high value areas than regular cops. they could help out quickly if there was another attack(god help us) and they could take out a bomber is there was any warnings. when you see them you should be glad that it is them and not rent-a-cops. :)

I work patrol sometimes in the wall street area, so perhaps I can provide some insight. The unidentified officers with the P90 and such (if they are operating in the vicinity of wall street) are probably US Park Police (Federal). They carry all kinds of uncommon (in the US) weapons, including P90 submachine guns and HK P7 pistols. They are downtown alot because of buildings that are run by the US Park Services, such as the Federal Hall National Memorial at 26 Wall St.
As for our ESU bunkered up like that, its a special detail where members of ESU rotate their tours downtown where they provide physical security, as well as establish a presence of control in the financial district, both to attempt to thwart any sort of terroristic activity, as well as letting the public know that the NYPD is actively engaging terroristic threats. On top of that detail, there is HERCULES teams that randomly jump around high profile locations (mostly in Manhattan) to establish the same presence as I outlined above. Due to the incredibly high number of targets of terroristic opportunity in Manhattan, they move every few hours to another high profile location. One could gather this information by just watching them for a bit, but I won't go into detail as to where they deploy... you can just guess, and probably be right.
ESU does what no other Police Unit in the US does, and they do it on a scale larger than any other city in the US can come close to. This is not a knock on any team or department in the US, so please don't take it this way. In addition to the numerous jobs per day per Truck that entail the "SWAT" or tactical aspect of Emergency Service work, they also are cross-trained in a number of other skills and practices, such as vehicle extrications, confined space/collapse rescue, high angle/rope rescue, containing/apprehending Emotionally Disturbed Persons (PC for nutjobs), forcing entry regarding crimes or medical emergencies/DOA's, and happily assisting us patrol slobs on whatever we need a hand with, and always with a smile.
ESU also deploys a special unit, known as the "A Team" or the Apprehension Tactical Team, which serves high risk warrants, and other high profile incidents. These members are from ESS and rotate out on a period that I forget, maybe on a one month basis.
I don't have all the answers, as I am a patrol grunt, but if I can answer a reasonable question I will.

The unidentified officers are FPS/ICE not Park Police.

true, Federal Protective Service Police do operate within downtown Manhattan with all the Federal buildings and property. There really are so many different police agencies that operate within NYC. NYPD, NY State Police, Metropolitan Transportation Association PD, Port Authority PD, NY Court Police, American Society for Protection of Cruelty to Animals PD, Department Homeless Services PD, Health Hospital Corporation PD, Sanitation PD, Taxi & Limousine Commission PD, as well as Federal Agencies such as ICE/Customs,US Park Police, US Postal Police, FPS, FBI, DEA, US Marshal Service, DHS, Secret Service, DSS, etc etc etc... its really alot of agencies that operate within NYC.
