THat is Kh28 AGM. Might be antiradar version.

But its not the anti-radar variation, as this is it, and its totally different.

Not really..
AS -9 is a different thing from AS-11. Russian coding is
Kh-28 and Kh58U. That in picture is Kh-28. Main purpose air-ground, but the missile has a version with passive guided warhead -antiradar sensitive on Hawk frequency.

Kh58 is a complectly different missile. Used by Su24 and Mig25 BM antiradar only.
