They definitely for peace in whole world. I suppose US doing this because if this program succeded everyone can know REAL state of WMD of particular country. Remember Iraq WMD case :)
Given the burgeoning crisis surrounding the proliferation of missile and nuclear weapons, the coordinated development and expansion of the early warning systems' capabilities has become critical. By joining the efforts, the aggregate information provided by such systems could ensure the monitoring of all the land areas where nuclear weapons and their means of delivery may be located or where they may stationed as well as areas where sea-based nuclear weapons may appear. In this respect, we would recommend, in particular, to step up the implementation of the Russian-US RAMOS program, begun in 1992, to build the Russian ROS and the American AOS - highly efficient space-based sensing devices - designed to detect and warn of missile launches.
