Why the hell did this first guy only get four years in jail for doing that? He should have had a much longer sentence for endangering the public like that.

Have you guys watched the "crazy thief" one? He stole another "bait" truck and hit three other cars and police cannot stop him from harming other people, they had to "identify" him through the video to arrest him, that's quite pathetic way of stopping a crime.
I've seen the US version of the bait car much better than this one, the police installed remote engine shutdown device along with onboard camera so the police can tail the bait car and also monitor what's going on inside. When things are appearing to go out of hand the police shut the bait car's engine down and making arrest, but I am not sure whether the brakes will apply automatically though.

Right I'll do that, it's quite scarry after you watch the first one and wonder why the police aren't stepping in and stop him after that thief broke into another vehicle and stole that gameboy. Something needs to be refined even though this is a sting operation or some sort.

Well as I said if you do watch the other two videos you'll see that the police do in fact step in and halt the suspects. There could be many reasons for what happens in the first video. Perhaps it was a earlier video made before they had a shut off device in use. Maybe the shut off device failed to work. Or perhaps the police had to be closer to the vehicle to use it. Or maybe a decision was made to not pursue this guy because they felt it would provoke him more and increase the risk to the public. So they decided to take him down at a later time. There could be many reasons for what happened.
