The clip is from the tv show "LAPD: Life on the beat" (1998?).

Every few episodes they featured the Departments SWAT team on all sorts of jobs and training exercises amounsgt the shows usualy general Policing stuff. Basically it was "COPS" but just with the LAPD.

Definately one of the better resourced sections of the LAPD.
