The text is hungarian (my guess). It could be a hungarian rifle. ;-)

Actually it is most likely that the PDA has software installed on it to calculate the shot and aiming data. a comapny called Horus vision and a few others make a software package specifically just for this. They also have a software package specific to thier particular scope that seems to make aiming and data computations pretty damn easy. http://horusvision.com/ I have thought about ordering the software myself as the online demos make it seem very easy and quick.

Iirc the rifle is called the Gepard.
