No they picked the phone up after an hour and 10mins later the phone ran out of battery LOL. I called them back had to wait 20mins but the guy said its not the routers problem. It is the Pc which is bull ****.

Yeah if both PC's can ping the router and each other, then it's the router. Only other thing it could be is the DNS on the machine that isn't working. Can you go to the non-working machine and ping 68.142.197.79. Does it work?

Another possibility is that if its a cable broadband account that's MAC address based (and that MAC address is listed as your upstairs pc), you'll have to clone the original pc's MAC address in the router in order for it to serve as a dhcp host to other computers on the network.
If its a dsl broadband account running pppoe, you'll have to have your router initiate the login/password transaction instead of one of the machines on the network. If your router doesn't log you in to the WAN, only one machine will be able to use your account. In this case, your LAN will work fine, but access to the WAN will be limited to just one pc.

Right now the pc downstairs is not pinging :-( . It might be the ethernet card after all.
Open the back of the computer because it's either...
A: The hamster on the wheel needs replacing
B: The hamster wheel came off of it's bearings
;)

Does it have a link light? If so, recheck your IP address and doublecheck the Subnet mask. No matter what, you should at least be able to ping Pc-to-PC
