Illinois is worse than California!
(the people running the state and the sheep mentality) don't know much about the gun laws :P

you need to get an application from the state police for an FOID card. this allows you to own and purchase firearms within illinois. you cannot purchase/own guns within illinois without this card. this card DOES NOT allow you to carry them concealed on your person.
remember: spent .22 casing + no FOID card = instant felon. (at least it used to)

I don't see how gun licenses are constitutional. I can understand regulating transfers and interstate sale because they can do that.
Also limiting magazine capacity and banning certain firearms just because of their looks and not functionality is wrong in my mind. Instead of this incremental banning why don't they just ban all firearms like they want to?

Non-residents are not required to have a FOID card as long as they meet one of the non-resident exceptions in the FOID Act. The Illinois State Police have taken the position that a non-resident who wants a FOID card must provide proof of employment need (e.g. security guard) in order to be issued a FOID card. Lack of residency is not listed as a disqualifying factor and employment need is not listed as a qualifying factor in the FOID Act, but this is how the ISP has chosen to implement the law.
Couldn't pay me $1,000,000 to live in that state.

Chicago is a very large city, the wealthy suburbs to the north are very liberal. Chicago is like the 600lb gorilla in Illinois.
The state legislature passed a CCW law, but the governor would not sign it. I think this will change when there is a new governor.
When that happens, there might even be a state preemption law on gun laws just to tell Chicago to where they can stick it.

Glock,
If you want Class III weapons (full auto), then you will like Nevada.

It will also depend your friend's alien status. You just can't come over & start buying guns. If he becomes a resident alien, he can, after complying with both state & Federal requirements purchase firearms in IL. If he is just here for a visit or school or temporary employment it is illegal for non-resident aliens to purchase firearms (Federal). His best bet would be to call or write either the Illinois State Police or the Illinois Attorney General's office for the latest info.

chicago is ABSOLUTELY HORRIBLE for owning firearms. the mayor and the elected officials are totally ignorant of what gun crime is all about. the concerted effort in chicago is to take the guns away from EVERYONE. but guess who follows that law? the people who usually follow the law (not the people who are dangerous with guns).
i know, it's stupid, but outside of chicago is pretty free regarding guns. nevada is really incredible when it comes to class III weapons, though. :D
i don't know what the class 3 laws are in illinois.
