That helo looks suspiciously like the USCG HH65 Dolphin...which I think is a French Aerospatiale design

Is this Chinese helo a license built copy....or a ripoff?

China and France signed the agreement of assembling 50 Eurocopter AS 365N 'Dauphin II' multi-purposes helicopters at Harbin Aircraft Manufacturing Corporation (HAMC) in 1980, with the first helicopter rolled out in the following year.

The initial 28 helicopters are Z-9 basic variant, which is equal to the AS 365N1, and the following 20 helicopters are improved variant Z-9A, with increased proportion of locally manufactured components.

In 1988, Harbin experimentally built two Z-9B, also known as Z-9A-100, which equals to AS 365N2 standard. On 16th January 1992, the first indigenous variant Z-9B with 71.9% Chinese-made parts flew successfully. The flight test completed in November 1992, and Chinese type approval received a month later. A total of 25 ordered by 1997, and further seven ordered in 1998. The batch production of the Z-9B continued thereafter with additional few dozens delivered.
