Anyone convicted of participating, facilitating, instructing or harbouring under the anti-terrorism act is liable to imprisonment for life.
From the Canadian Criminal Code:
83.2 Every one who commits an indictable offence under this or any other Act of Parliament for the benefit of, at the direction of or in association with a terrorist group is guilty of an indictable offence and liable to imprisonment for life.
83.21 (1) Every person who knowingly instructs, directly or indirectly, any person to carry out any activity for the benefit of, at the direction of or in association with a terrorist group, for the purpose of enhancing the ability of any terrorist group to facilitate or carry out a terrorist activity, is guilty of an indictable offence and liable to imprisonment for life.
83.22 (1) Every person who knowingly instructs, directly or indirectly, any person to carry out a terrorist activity is guilty of an indictable offence and liable to imprisonment for life.
(4) Every one who commits an offence under subsection (1) and thereby causes the death of any other person is guilty of an indictable offence and liable to imprisonment for life.
So in answer to your question, no it is not a slap on the wrist.

Is the suspects intentions considered? Or are these acts punishable without trail?

Every crime committed in Canada is tried in a court of law either by indictment or summary. Everyone gets a fair trial here and is innocent until proven guilty.
This isn't the middle east, we actually have habeus corpus here and respect that principle.
As for their intentions. Depending on the offence a different degree of Mens Rea needs to be proven. For example if someone planted a bomb in a bus terminal and it killed a whole lotta people, then the prosecution would have to prove beyond a reasonable doubt that the person A. actually committed that act (Actus Reas) and B. had the intention to maim and kill (Mens Rea).
But in the case of verbally giving decrees that instuct people to go out and kill infidels the prosecution would have to show that the act was committed and that the person either dirrectly or indirrectly had the intention to cause harm. So for this offence a lower level of Mens Rea needs to be proven.
They both carry a life sentence here though. Though the terrorists are lucky we don't have the death penalty here.

That's only if it's life with a chance for parole. Terrorist activites do not have that chance for parole.
