I think they are wearing NBC suits (MOPP?)

That's a JLIST NBC overgarment. You can't buy them yet on the surplus market. The pro mask carrier should be available on ebay or whatever surplus shopping site you like.

M17 hasn't been issue in many years.

Oh, and JSLIST can be found surplus if you look hard enough...
