EU and U.K. gave PA $25 million to buy advice

Britain and other European Union states gave the Palestinians more than 20 million euros to pay for legal and information consultation, the European Institute for Research on the Middle East reports.




Britain, Sweden, Denmark, Holland and Norway paid the funds to the PLO negotiations aid department (NAD) and negotiations support unit (NSU), which in recent months have been busy mustering international support for the hearing on the separation fence in the International Court of Justice in The Hague.

The institute had asked several states for details of the aid they gave the PA for information consultancy. The institute's research editor, Dr. Nick Lambert, told Haaretz: "Various states piled obstacles in our path and some refused to cooperate, although they claim a policy of transparency."

Sweden at first banned publication of the funds it gave the PA, but a few weeks ago said it transferred 1.85 million euros and had recently decided to renew its aid to the NSU.

The Danish foreign ministry said it transferred about 2 million euros to the PA as part of the "plan for democracy, proper conduct, rule of law and human rights." The Dutch foreign ministry refused to give details, and Norway confirmed a 1.25 million-euro transfer to the PA.

Britain announced last week it had transferred to the NSU more than 9 million pounds sterling (13.7 million euros) since 1999.

In answer to a parliamentary question in the House of Lords last week, Baroness Amos said: "The purpose of the project was to provide professional legal, technical, policy and communications advice to the PA in preparation for, and during, permanent status negotiations with Israel. Following the breakdown of formal negotiations, the NSU has broadened its role by seeking to encourage the resumption of permanent status negotiations by contributing to a variety of diplomatic peace initiatives."

Lambert said the financial aid to the PA has created an absurd situation. "On the one hand, the EU and Norway objected to the ICJ's involvement in the separation fence issue, but in fact they gave funds to a body acting against their own interests," he said.

Learn the facts learn the facts. I don't need a chronology of the insane killing happening there. As of facts, those are pretty much relative, aren't they?
