Palestinians in financial crisis despite Arab aid promises

Arab countries have vowed to plug a gaping hole in the Palestinian budget after EU and US aid suspensions to the Hamas-led government, but analysts doubt such promises will come close to filling the shortfall.

Fearing a spiralling crisis, Arab League Secretary General Amr Moussa Tuesday called on all Arab governments and institutions to speed up their financial aid to the Palestinians and even opened an account in a Cairo bank to receive donations.

Oil-rich Gulf countries Kuwait, Saudi Arabia and the United Arab Emirates for their part promised a total of 80 million dollars to the Palestinian Authority.

Arab countries have repeatedly urged the international community "not to punish the Palestinians" in the aftermath of the Hamas election victory last January.

Help from Arab nations, and also from Iran, is of paramount importance to Hamas, after the European Union and the United States suspended direct aid to the Palestinians over the group's refusal to recognise Israel.



"We shouldn't expect anything of Egypt and the other Arab states," said Emad Gad, an analyst with the Ahram Center for Strategic Studies.

"There is no political will to support the Palestinians financially," said the Cairo-based analyst, pointing to the fact that previous Arab promises of aid to the Palestinians had not been fulfilled.


Paris-based political analyst Antoine Basbous echoed the view and added that Arab governments offered their support to Hamas for fear that the Palestinian government "falls into the hands of Iran."

But according to Basbous, Arabs will be slow to fulfill their promises for fear of upsetting the international community.

"We have received pledges from the Arab world that will help us operate for several months," Palestinian finance minister Omar Abdelrazek said on the Internet website of Hamas.

"Twenty million dollars from Saudi Arabia, 40 million dollars from Kuwait and 20 million dollars from the UAE are to be transferred," he said.

Egypt and Jordan, both key mediators in the region, have sent aid convoys to the cash-strapped territories and promised more in the weeks to come.

Algeria has sent 35 million dollars to the Palestinian government enabling it to pay some of its overdue salaries.

"Qatar will continue to support the Palestinians through industrial and hospital projects, for example," said the country's ruler, Sheikh Hamad bin Khalifa al-Thani.

Bahraini Foreign Minister Sheikh Khaled ben Ahmed al-Khalifa this week told AFP that "we have always been committed to supporting the Palestinian people and helping them cope with their day to day living."

But despite Arab offers of financial assistance, Hamas nonetheless faces a 120 million budget shortage, according the Palestinian finance minister.

Egypt's President Hosni Mubarak Tuesday warned that impoverished Palestinian territories would be a breeding ground for extremism.


"This aid is meant for Palestinian citizens," said Mubarak on his way to Saudi Arabia as part of a Gulf tour. "If a citizen can't find food and can't bring up children, he will become an extremist."

The European Union, which is the Palestinian Authority's main source of funding with 500 million euros (around 610 million dollars) annually in aid, has suspended aid to the Palestinians following a meeting of EU ministers Monday.

The 25-nation bloc has demanded that Hamas renounce violence, recognize Israel and respect former Israeli-Palestinian agreements as preconditions for aid.

The Arab League had condemned the EU's move to cut aid as "reprehensible".

Bahrain stressed that "opposing the choice of people will only contribute to fanning feelings of frustration and lead to waves of rage."

The lack of enthusiasm for supporting the Hamas "government" might also be that they are not very fund of islamic movements, because they are themselves afraid to have their own non-democratic regimes toppled by islamists.

I just find it ironic that these Arab governments chastise the West for stopping the cash flow to the Palestinians when they themselves won't support their Arab brothers.

Nothing prevents ordinary Arab citizens from sending money to the Palestinians.

But, that does not happen either.

When the rubber hits the road, we finally see all the talk of support for the Palestinian cause is a bunch of BS.

by now everyone not dumbed down by leftist rhetoric should see the hypocrisy and lunacy of this whole conflict. there is no peace partner and the arabs dont give two nuts about their palestinian 'brothers', but use them to fire up their own hotheads when the situation suits them, and use israel to shake off and redirect the blame for their own dismal failures.

but the media still cries about this 'cycle' of violence and equating the two sides as if they were the both the same.

Very true BR, interesting its the Christians in the west(USA/EU) that are funding the (mostly)Muslim Palestians. The harsh truth is none of the Arab leaders gives a rat's a$$ about the Palestians. They are used by the Arab gov't to redirect the anger of their populace away from their non-democratic gov'ts onto something else.

I would love to see a high level government official from the USA and the EU go over there and explain that to the Palestians. I mean really break it down for them how little the Arab community cares about them. Maybe that would do a lot to solve the problem.

That sums it up perfectly, they were happy enough when our tax dollars/pounds were footing the bill, now they won't stump up. I feel sorry for the average Jo in Gazza and the West Bank who are struggling and I worry that the situation may increase the number of extremeists, but we did the absolute right thing stopping the funding, can't very well fund an organisation who blows up kiddies.

New Palestinian government turns to ordinary people for financial help through websites, Arab satellite TV stations

The new Hamas government, broke and increasingly isolated, has turned to ordinary people for financial help, launching a fundraising drive on websites and Arab satellite TV stations, a spokesman said Thursday.

European foreign ministers endorse freeze of EU aid to Hamas-led Palestinian government, but say they would seek alternative ways of providing money for humanitarian projects.

The appeal, which is sponsored by the Arab League, comes at a time when the Hamas-led Palestinian Authority is not only being shunned by the West, but Hamas leaders are also getting the cold shoulder in some Arab capitals.

Arab governments have been reluctant to make good on pledges of financial aid to the Palestinian Authority, apparently in part because they see Hamas as part of a global Islamic movement that is challenging autocratic Arab regimes. In addition, some Arab countries are reluctant to cross the United States.

Palestinian Foreign Minister Mahmoud al-Zahar of Hamas was to embark on a fundraising tour of five Arab nations on Friday, but was expected to be snubbed by officials in at least two countries, Egypt and Jordan. Other stops include Saudi Arabia, Bahrain and Kuwait.

Hamas has acknowledged that it is broke and will have trouble paying the salaries of 140,000 government workers – payments that sustain one-third of the Palestinians. The March paychecks are two weeks overdue, and the Palestinian finance minister has said he is still tens of millions of dollars short of covering the payroll.


Cairo bank account

On Wednesday, Hamas launched a fundraising drive with the backing of the Arab League, an umbrella group that has no significant budget of its own. In appeals on TV stations and websites, donors were asked to send money to an account at the Arab Bank in Cairo. Ghazi Hamad, a spokesman for the Hamas government, would not say how much money has been collected so far.

The Hamas website on Thursday published a "Public appeal to support the steadfastness of our Palestinian brothers and to foil the Zionist plans aimed at forcing them to give up their legitimate national rights."

Israel, the United States and the European Union have said they would withhold millions of dollars in payments to the Palestinian Authority. Hamas initially said it would make up the shortfall by appealing to the Arab and Muslim world.

But Arab states have so far failed to back up their rhetorical solidarity with the Palestinians with money.

Arab League official Mohammad Sobeih said earlier this week that no new funds have been sent to the Palestinians since Hamas assumed power at the end of March, though some nations are paying off previous pledges. He said Algeria sent USD 37 million to PA Chairman Mahmoud Abbas, bypassing the Hamas government.

Maybe they should sell calendars. They could sell women of palenstine or the firemen of palenstine calendars to get some extra cash rolling in.

Hahaha reminds me of the days when the PLO leadership hat to flee from one Arab capital to another because Israel was kicking their asses and nobody wanted them in their country...rofl

The palestinians are only supported by the arab countries if they want to harass Israel and good publicity from other Arabs... Otherwise most of them don't give a fvck!
