Iran speaks of multiple fuel cycles and production of heavy water.

Heavy water is the key to one type of reactor in which plutonium can be bred from natural uranium. As such, the production of heavy water has always been monitored, and the material is export controlled. In addition, a source of deuterium is essential for the production of tritium and 6LiD, two ingredients of thermonuclear weapons. A nation seeking large quantities of heavy water probably wishes to use the material to moderate a reactor, and may be planning to produce plutonium. However, CANDU (CANadian Deuterium Uranium) reactors designed and built in Canada are used for commercial electric power production.

A nation seeking large quantities of heavy water probably wishes to use the material to moderate a reactor, and may be planning to produce plutonium.There is also a significant legitimate civilian portion of the dual use side for heavy water moderated research reactors. Deuterium itself and various other isotopes most easily obtainable with heavy water moderation (in addition to plutonium) have applications for:


medical uses

MRI
metabolic testing
cancer treatment
sterilization of instruments
radioimmunoassay

agricultural

sterilization of fertilizers and food products
increasing mutation rate for breeding experiments

industrial applications

smoke detectors
static eliminators
gas chromatographs
gas analysers
thickness and density meters
flaw detectors
moisture meters
equipment for rock proximate analysis and oil well logging
anti-icing systems for aircrafts
thermal power generators

scientific research
NMR, basically MRI used for other than medical purposes
tracer applications


And that's just a short list, there are probably dozens of other minor or emerging uses for radioisotopes.

Like the MEMRI video shows, the officially stated motivation of getting increased heavy isotope production capability (to replace the aging US supplied Tehran Research Reactor) is to meet domestic demand which can't be met by imports because they are restricted by other countries for the same NPT "concerns" which are also behind the demands for the Iranians to "reconsider" their heavy water reactor project.
