d'uh, they are almost in a constant state of war so that not that strange is it.
During the northern-Ireland civil war the British had the same situation in which they had loads of soldiers with plenty of experience in urban warfare.
The US is catching up with it's rotations in Iraq and Afghanistan so a lot of US soldiers have combat experience now. Other allied nations too though.

the US military has a lot of administrative positions too. But i know what you are talking about, when i first started to look into the army, it said that the likely hood of never seeing combat was about 80%. I think it is more like 30 or 20% now.
