I`m looking for the best tactical vest on the swat urban operation - black colour. I`ve got several necessary conditions - have to place for the TAC knife, regulating of size (wearing on the balistic vest, or without balistic vest)

Tac vests are overrated...get a chest rig. Military or SWAT regardless is going to be wearing body armor, so in my humble opinion, I don't really like to zip up a tac vest around me and my armor. With a chest rig, all your gear is going to be centered on your torso, better balance and feel to it. I've just never been a big fan of tac vests...

yep I know it. But in our conditions we are often using only vests without the balistics
vests or wearing light balistics vests and Tac vest. We are using Kirasa light balistic

without possibility of advantages of modular system.

Well even with/without ballistic vests, chest rigs are the most comfortable in my opinion. Whether they're supported by the "X" straps on your back/shoulders or suspender types, you won't have a vest suffocating your body. Obviously, chest rigs are cooler because they let your body air out. And in your situation, without a modular platform, the chest rig would provide you with one. Chest rigs or webbing is the way to go...

If you have to have a vest...Try the Blackhawk STRIKE MOLLE vest, you can load what ever you want on to it. and zip tie the shealth to that at the same time.

For a modular tac-vest there are a few options:
- TAG MOLLE Operators vest
- Drop Zone Modcan vest
- Drop Zone LBV
- Eagle MOLLE TAC-V1
If you want to carry a plate you can go with:
- High Speed Gear Woo/ Wee/ Wasatch
- TAG Plate carrier
- Eagle MOLLE Rodesian Recon vest
- Eagle MOLLE plate carrier
For soft armour and plates you can go with:
- TAG Releasable vest
- Eagle CIRAS
There are a few other makes out there as well.

May I suggest getting a ballistic vest with MOLLE/PALS on it?

I've worn the Blackhawk MOLLE vest..it was nice.If I was still doing sec.contract work I'd spend the $$$ to get one.Eagle Industries is another good one.

Why?
Get a Leatherman.
Knife utility is in inverse proportion to it's size.
