3 Officers Among 4 Decapitated in Mexico
Police were responding to a kidnapping report when met by 100 armed men, witnesses say.
SAN DIEGO — Mexican authorities discovered the decapitated bodies of three police officers and a fourth man Wednesday near an empty lot in the seaside town of Rosarito Beach, about 15 miles south of the border.
The officers had gone missing Tuesday after responding to a report of a kidnapping. Witnesses said that the officers were intercepted by about 100 heavily armed, masked men dressed as Mexican federal agents( Sounds like the Madhi Army in Iraq eh? ), said a spokesman for the Baja California state attorney general's office.
The men's bodies showed signs of torture. Their heads were found in Tijuana, several miles away. Authorities said the men were the victims of an organized crime hit, the latest in a string of killings or attempted killings of law enforcement officials in Baja California.
Rosarito Beach, a popular weekend destination for Southern Californians, is also a heavily contested transshipment point for drug traffickers.
One of the victims — Benjamin Fabian Ventura, was the bodyguard of Rosarito Beach's former police chief, Carlos Bowser Miret, who was killed in an ambush slaying last year.
The other dead police officers are Jesus Hernandez Ballesteros and Ismael Arellano Torres. The fourth man was not identified.

This sounds odd as hell.
I'm wondering why the bodies and heads were left to be discovered. If, as the story says, they had 100 men involved, they had ample resources to bury the remains, hide them, or otherwise dispose of them. With those kinds of numbers, they could have eliminated all witnesses, and removed all evidence of the crime. The fact that they were left to be found,and witnesses remained alive means that they wanted them found, and that those responsible have no fear of being caught.

I believe there using this as a scare tactic leaving the bodies there so other police officers will be to scared to act

Thats what drugs and drug money does. All kinda sick crap happens to people from dismemberment with your body parts stuffed in a barrel to just a quick headshot. In the drug world there are a million ways to die... choose one.

I need to look up my notes, I was in a FBI class long ago. It was about the Illegal Drug business. At that time there were two Mexican Senators involved. Their Income was in the 100's of Millions of Dollars per year.
This was at a time when the Local LEO was making about $10,000 per year and the Local drug mull was estimated to be making over $200,000 per year.
Imagine what all you could buy with a income of a many $100's of millions per year, especially to maintian that income.

jesus, rosarito is only 30 min south from where I live. All my friends go down there on weekends to party. Tijuana is getting pretty bad, bad people there lately.

This is a little OT - but it has to do with the drug trade, the huge money involved, and well...just a plain-old breakdown of civilization. It's about a devil-worshiping (well, "Kadiempembe" worshiping) homosexual Mexican serial killer who practiced African black magic, formed a cult, and who was employed by drug cartels as a means of protection. He was eventually brought down because of the attention he got when he quit killing locals & other drug traffickers, and killed an American student on spring break. Just plain nuts.

The severed heads of four people were found in the city on 21 June, though their bodies were dumped approximately 17 miles (27km) away in the district of Rosarito.
Crime rates in Tijuana are high; drug-related crime accounts for the majority of violent crime and homicides, though these target locals rather than business personnel. Visitors are more likely to be the victim of petty theft, pickpocketing and violent muggings by armed robbers because of their perceived wealth. There is also a risk of express kidnap, where victims are forced to make cash withdrawals from automated teller machines (ATMs). Personnel should adopt the following commonsense security precautions to mitigate these risks:
* Avoid ostentatious displays of wealth; do not carry cameras openly or display money, jewellery or personal documents in the street.
* Change money at reputable exchange centres and not with street vendors; you risk being mugged if you are seen changing large amounts of money on the street.
* Be aware of the basic geography of the city and remain in safe areas.
* Avoid walking after dark.
* Avoid routines.
* Be vigilant at all times and observe closely for possible signs of surveillance.
* If an ATM must be used, it should only be used during working hours at large, protected banks, preferably inside a shopping centre (mall), rather than at a glass-enclosed, highly visible ATM machine on the street, where criminals can observe transactions.
* Exercise caution when hailing taxis on the street; business personnel are advised to use reputable taxi firms.
Police found the heads of three security officers and one unidentified man under a bridge in Tijuana hours after their bodies were found in Rosarito. A similar incident took place in April in Acapulco, when two men were found decapitated with a note warning the authorities to stop interfering with the illegal drug trade in the area.

The possibilities seem endless. especially when local conditions lend them selves to being bought. Do we even know exactly how much the drug business mankes per yr? It's not as if they pay taxes or fill out disclosure forms, but it's gotta be retarded in terms of gross profit. as far as this not happening in Iraq, it dosen't seem to be much different from what has taken place there except that there's not a a military conflict taking place.
