This is an Ingushetia SOBR uniform.

The Republic of Ingushetia (Russian: Респу́блика Ингуше́тия; Ingush: ГIалгIай Мохк) is a federal subject of Russia (a republic).
The republic have border with Chechnya and is a really HOT SPOT !
They have OMON and SOBR troops.

Nossa muito looco esse BDU, a bandeira no patch é a da regiao de Ingushetia... esse site tem alguns patches russos, mas nenhum desta tropa, só da Omon em Ingushetia. http://www.russianpatches.com/military_patche_moreinfo.php?gid=218

but it look likes from 2002 till nowSOBR has changed its name to OMSN: Otrjad Milizii Spetsialnogo Naznachenija ( dont know the meaning of this one)
