The guy with the C4 is from the "Old Guard" which is based right next to Washington, DC. They are the ceremonial troops for all kinds of stuff, including Tomb of the Unknown Soldier, honor guard for dignitaries, and they buried my dad at Arlington Cemetery.

The Soldiers are assigned to the 3rd Battalion, 321st Field Artillery Regiment. By improving the lives of Afghan people, the Coalition is helping bring stability to the country and eliminating conditions favorable to remnants of the former Taliban regime and to Al-Qaeda terrorists.
