Any idea how one would go about attaching a C9 buttgrip to a C7 foregrip? like our friend has done here. I would ask at one of the Canadian forums, but they all seem to be down at the moment.

This could be a number of things. It may be a purpose designed fore-grip for the M16/C7 family of rifles.
It is be possible to unscrew the C9 butt handle from the weapon and (while I've never felt the urge to try) you likely can unscrew it from the metal collar that holds it in place. After that it would just be a matter of passing the bolt through one of the air holes in the bottom on the hand guard & tightening it on (washers may be required depending on size of bolt head).
. . . but this is just speculation. I have never tried it and am not currently looking at a C9 to confirm certain details of dimensions & parts.

So I finally dug up my C-9 handle ( in the very back of the closet, go figure) and gave it a whirl on the weekend excercise. Verdict: it doesn't work, or at least not well. The handle is the wrong shape for one thing, making it a rather precarious fit, and you need a big washer and possibly another piece to fit over the screw as the existing leaf/binding part that holds the metal colar in place is permenently attached to the handle. I *have* seen it work on an issued C-7, but not up close enough to confirm details.
Oh well, it was a good idea.

If you're in the Regs talk to a wpns tech and they can hook it up. I've seen them do it a couple of times, though I don't know haw they do it
