I think USA learned from Russias 1st Chechen War.
Russian BMPs in Chechnya use this railings for some year already - when they fight in Urban Area right ?

On a technical note.
The stand off "cage" armour on the Stryker is actually intended to make the warhead break apart, not detonate it.
While old style HEAT warheads such as the PG-7 used by Iraq does lose penetrator coherency pretty quickly, the stand off distance is not far enough to completely guarantee the vehicle from penetration all over.
The intention is rather to damage the warhead so the penetrator cannot fully form, or in the best case, not even detonate.
The armour cage is pretty PG-7 specific, since more modern HEAT rounds do not lose penetrator coherence as fast, and will be a much greater threat at even the stand off range, as well as much harder to destroy without detonating it while still reasonably intact (allowing the penetrator to form effectively).
