My reading skills are very rusty but the only word i can comprehend is "sheetok" which means counter. This looks like the top part of a scale they use at the markets.
edit: Actually, looking at the size of it when compared to the adjacent round, it may be too small to be the scale part.

I picked it up in the middle of a tank/APC graveyard in Kabul.

It'll be better if you gave info on what that is (from sub?).
My guess
Neutral - нейтр (нейтральное)
Omission/ or just down - опущ (опущение)
Raising / up - подн (поднятие)
Dashboard - щиток

BMD perhaps? then my guess it's used to "lie down " "stand up". (sorry dont know proper term for that)

Do you have a habit to pick up things without finding out what that is? :D
It could be a tricky soviet piece of crap with instructions how it goes kaboom.
In this case we are talking about one of the tablets from the controls of a driver-mechanic in BMD.

That's great to see what you have found there. Do you have any more interesting stuff?
Don't get close to that tank graveyard though, lots of mines, both soviet and muji there. That place is thoroughly mined by both anti-personnel and anti-tank mines. Especially those tricky italian ones.

I walked right through it many times (with trained Engineers). We were plotting the location of UXOs and mines for future removal. I also got an Afghani helmet that I picked up out in the middle of the desert ( not my brightest move ever..lol ).
