I don't think so. The nuclear reaction would simply stop and nothing more. I think the real problem is the radiation that sucker puts out.

Ironically, nowaday's microreactors (all still in the lab, powered by exotic radioisotopes) might do the trick of bringing the Nucular Powered Car concept back to life again.
