the title such as"wtf" is againest forum rules
it was a project established for the bundeswehr during the late ´90s. it wasnt only a silencer it was also used to test the use of different muzzle versions for the M109G-howitzer.
Luno is also right, because the Army uses a big exercise area around the city of Munster in northern germany for shooting purposes, and as far as i know with long range artillery like the m109 and the pzh2000 they also fire above the city from a shooting place in the north of Munster to hit targets wich are located at another place at the south of Munster. some local policians wanted the army to shoot only in connection with this silencer, but of course its not very useful.

Yeah, the citizens of Munster and Hohne both get very upset if you fire over their heads too early, during lunchtime and in an evening, unless it's planned live fire thats been authorised.....even then its mainly smoke and illum rounds.
I spent many an exercise up there before I left my old artillery Regiment to push paper around!
The worst bit was that our exercises normally coincided with the sweltering heat of the middle of summer or the torrential downpour and freezing cold of November!

what if something falls down while flying over their heads. Are they not scared?

I guess that silencer is located in Meppen. There the federal office of technology and procurement has got a big artillery/weapons test site.

@Susumu (http://www.militaryphotos.net/forums/member.php?u=6396)
lol, i dont think that you can just visit a army base like "hey guys let´s see your silencer" p-)
and meant is not Münster in North-Rhine Westphalia but Munster in Lower-Saxony...
...but if there is the possibility for the public to take a look on this thing i guess you have good chances if you visit the Wehrtechnische Studiensammlung der Bundeswehr (collection of military studies of the German Armed Forces) in the city of Koblenz...

AFAIK we have no ari test range in münster (i live next to it),the next area with enough space would be the sennelager next to bielefeld,but i think they talk about munster.

Nice that they camouflaged this subtle device. Almost didn't see the giant *****.
It's a piece of testing equipment used to measure expended forces and the directions they flow when the gun is fired and the gases that are expelled afterward.
