Are Palestinian police not allowed to carry guns, or were they both arrested because the plainclothes officer was carrying a gun (and that he could be an, say, armed Hamas member)? Just curious since the vehicle they were traveling in seems plainly marked as a police vehicle.

It really dosn't seem like they are being arrested, they are not handcuffed or blindfolded and inside the jeep the policemen are siting next to the door so they can jump out with no problem.
