I didn't see the movie but the dialogue gives us a clue :

in fact the two "good guys" do not receive the authorization to engage the bad guy (in the black and red Mirage). They don't even know if it's an ennemy or not at the begining. That's why they wait so much to destroy it and shot it down with the machine-gun...

The script of this movie is worthless but pictures are superb !

In the story, they stole the black mirage in a military demonstration and to get away with it, they hide under the civilian airliner to mask it's radar signature.
