The UN does not know "for a fact Iraq did not destroy those weapons." The UN does not know anything about the state of those weapons. They may be destroyed, they may be hidden, they may have been moved out of the country, or there could be some combination of the above. It is because of this uncertainty that there was so much international controversy.

Because they're are a number of weapons in Iraq unaccounted for, doesn't mean they are still in Iraq.
