The M14 shorty used by the US Military ( SEALs, PJs, etc...) has an 18" barrel.
Known as the MK14 Mod 0, MK14 SEI, etc... HTH ~

Remy, note that the Mk14 is not the SOC 16 -- it's a different weapon. As far as I know the SOC 16 is not used in military service, it's a civilian weapon. The M14 EBR is in use with regular Army infantry as well.

I think " SOC 16 " is an airsoft term coined by G & G (http://www.andairsoft.com/ggsoc16.html).

That's true, the real deal has markings reading "SOCOM" and not SOC.
It's also not equipped witha 17' but with a 16' 3/8 barrel to meet the minimum length of 16' for civilian usage.
