There are a number around.

Dont have details on hand but one company claimed that there low altitude (I.E. meters) off the ground plane would replace container ships but I dont see it.

Basically there's some physics thing that gives really low drag or lift or something jsut above water... but I dont know how they go with waves / bad weather... I wouldnt want a plane full of cargo going nose down in a storm :S

it's called a wing in ground effect ship. The russians had one that was knicknamed the Caspian sea monster (official name ekranoplanen). It could carry at least a company or more of naval infantry and/ or several apc's. It worked but it was scrapped due to low interest i think. It works kind of like a hydrofoil, but faster . We're using Austal's ships right now...catamaran design..fast but apparently it makes people very seasick.
