Add ons to Gear

I don't have any idea if this was brought up before but why is it that I will see some soldiers with upgrades and add ons to weapons like new vlotr rail or new vert grips and some in the same unit without that stuff. Or different packs and helmets. Is it just the chioce of the operator if he wants to buy the stuff or is it up to command? Does anyone have any insight.

Some of the uniis deploying are spending unit money and buying this gear- some are not. Some of the soldiers are buying it out of pocket.

Iraq and Afghanistan has caused the military to get away from the standardization to was so obvious in the past. With MOLLE, each rifleman's vest can be set up to maximize their loadout.

Before, it was two ammo pouches, aid pouch, two canteens, and maube a buttpack if your CO/1SG was willing.
