The first law-enforcement officer began to patrol the trails and paths of New York City when it was known as New Amsterdam, and was a Dutch settlement and fort in the year 1625. This lawman was known as a "Schout – fiscal" (sheriff – attorney) and was charged with keeping the peace, settling minor disputes, and warning colonists if fires broke out at night.

When the High Constable of New York City, Jacob Hays retired from service in 1844, permission was granted by the Governor of the state to the Mayor of the City to create a Police Department. A force of approximately 800 men under the first Chief of Police, George W. Matsell, began to patrol the City in July of 1845. They wore badges that had an eight-pointed star (representing the first 8 paid members of the old Watch during Dutch times). The badges had the seal of the City in their center and were made of stamped copper.

The N.Y.P.D. patch was adopted on July 1, 1971. Both the patch and Police Officer's shield are modeled after the seal of New York City. In the center of the patch are the scales of justice balanced on a bundle of rods or sticks with an ax-blade at the top, all of which are tied together. This bundle is called a "fasces" and was carried by ancient Roman magistrates as a symbol of their official powers. Beneath this symbol is an inverted "V," or chevron, that has five stars representing the five boroughs of the City. Beneath the chevron appears the seal of the Police Department.

The Department seal appears on both the shoulder patch and the police officer's shield. Two figures appear on the left and right of the center. On the left side is the image of a British sailor (representing the English influence on New York's history). The sailor is holding a "sounding-lead" on a rope. This device was used to test the depth of the river while navigating ships. The figure on the right of the center of the shield is a native-American, holding a bow. This figure represents the natives that lived in the New York area when the Dutch colonists first arrived in the 16th century. In the center of the seal is a shield-shape with the crossed arms of a windmill on it that represents the Dutch heritage of the City. Between the crossed arms of the windmill appear two beavers and two barrels. These represent the native animals and plant products (like corn and tobacco) of the region that supported the new colonists. Above the central shield-shape appears an eagle, representing the federal government of America established with the declaration of Independence in 1776. The Eagle rests upon a hemisphere that represents the "New World."

God i love the look of the new Charger Police Vehicles. Still love the look of the Crown Vic more though. Despite that, the chargers sound like the best police patrol vehicles out there right now.

The NYPD Highway Patrol

The Highway District is a citywide command that is comprised of the following units: Highway Units 1, 2, 3, 4, 5, the Accident Investigation Squad, Motor Carrier Safety Unit, and Driver Training Unit. Highway Unit #1 is located in the Bronx, Unit #2 in Brooklyn, Unit #3 in Queens, Unit #4 in Manhattan, and Highway Unit #5 in Staten Island

The five counties of New York City cover 310 square miles (803 square kilometers), and are linked by 209 miles (336 kilometers) of limited-access highways. The primary duty of the Highway Patrol is ensuring the safe and expeditious movement of traffic along these busy and vital roads.

Most cops don't like the chargers though. The windows are too narrow.

Great pics Carl!

Our guys like them ok, but they say there is a bigger blind spot with the rear side windows. The interior is a little cramped compared to the Crown Vic, And with the cages we got we can only hold 2 in the back not three, so that may equal more trips transporting.

Very fast though.

a number of depts. use plastic rear seats these days, which can only take two people anyway. Plus, I dont know if youd really want more then two in the back of your crusier anyway... even in a crown vic it'd be really cramped with 3. in fact, a number of depts, if there are more then two suspects, will transport them in a prisoner transport truck rather then a cruiser. Some even use the transport truck if theres more then one suspect.

Besides, the charger just looks more intimidating then the crown vic, almost saying 'dont even think of running'.

But the Chargers are very heavy cars, and the non-Hemi versions they are not as quick as the Crown Vics. But since Ford stopped making the Vic the point is moot.

There are lot of PDs that can't afford to swap out backseats for the nice one-piece plastic jobs, and don't have wagons for transport. So its multple trips to county/city jail, or two or more units going out of service for transport.

I worked in a 230-250 (depending on who was retired/suspended/fired) pax PD, and we did not have a transport van. It was the "you catch it, you clean it."

On topic, the Charger does look cool, it just doesn't deliver unless it is in the hemi pkg.

Last I heard Ford was committed to making the Clown Vic for many more years.

Visibilty on the Charger seems to share the same rear-quareter blind spot the Intrepid had.

The Charger is also unibody. That's going to be fun after a few curbs.

the NYPD Mounted Unit :

The NYPD Mounted Unit is a component of the Traffic Control Division of the Department's Patrol Bureau. The Mounted Unit is primarily assigned to patrol on the streets and in the parks throughout all five of the counties (or boroughs) which together form New York City. On a single day, members of the unit may be assigned at such diverse locations as Coney Island's boardwalk, City Hall, Times Square, and Yankee Stadium.

Assignment to the Mounted Unit is voluntary and there is always a lengthy list of applicants. Applicants are expected to have at least five years patrol experience and possess exceptional service, disciplinary, and attendance records. The officers must also complete successfully 12 weeks of training at the Mounted Unit's "Remount" Facility, which is located at Pelham Bay Park in the Bronx. The Mounted Unit's patrol resources are deployed in six "troops" housed in different police stables around the City and are supported by a varied civilian staff including hostlers and farriers. The Mounted Unit pursues a four-fold mission which consists of Traffic Control, Crowd Control, Community Relations, and Prevention of Street crime.

NYPD surge drills

The NYPD surge drills did not start as a response to Sept 11, 2001. The first "surge" was held in June of 2004 - two and a half years after 9/11. The reason they were initiated was for the city to prepare for the potential protests and disruptions during the Republican National Convention.

A man fleeing a traffic stop was arrested Saturday morning after a wild ride along the FDR Drive, where a pursuing officer shot at the car in an attempt to stop the vehicle as it drove into oncoming traffic, police said.

The unidentified driver, who was not injured in the gunplay, was arrested at about 11:30 a.m. when he finally crashed into a police car after a chase of more than 100 blocks up and down the East Side of Manhattan, police spokesman Officer Martin Speechley said.

According to Speechley, the incident began when the driver started weaving through a group of motorcycles riding in formation across the Triborough Bridge. When police tried to stop the car, its driver instead took off down the FDR Drive.

When the driver reached East 44th Street, he stopped the car and officers approached _ only to watch the suspect make a quick U-turn and head north in the southbound lanes, police said. One officer fired at the fleeing vehicle, which stopped 1{ miles later after colliding with a police department highway patrol car near 74th Street.

``During the incident, some rounds were fired by police, striking no one,'' Speechley said. ``There were no injuries.''
The driver, a 24-year-old man, was taken into custody without further incident. Investigators were still determining what charges would be filed against him

the Anti Crime Unit

Many things have changed in the New York Police Department since the evening of Feb. 4, 1999, when an unarmed street vendor from West Africa named Amadou Diallo was killed by four plainclothes officers from the NYPD's Street Crime Unit. The top command has turned over and the rhetoric both from City Hall and headquarters at Police Plaza has been turned down. The talk is no longer of zero tolerance but of conciliatory community relations. Special units are held on short leashes.

Post-Diallo reform actually began within weeks of the shooting. Looking belligerent but speaking agreeably, then-Police Commissioner Howard Safir announced on March 26, 1999, that he was putting the Street Crime Unit in uniform. By itself this change profoundly modified the procedures and tactics of the unit, whose members had been able to move fairly invisibly within the city, roaming from precinct to precinct without necessarily even notifying the local commander. For some angry community activists, uniforms--and the decline in status that came with them--weren't enough. They wanted the unit dismantled, which Safir wasn't about to do. In its glory days, early in the Giuliani administration, it had enjoyed too many triumphs to be unceremoniously cast off, even if it was now being called a "rogue police operation" by the likes of the Village Voice's Nat Hentoff.

Police Officer Moira SMITH
Moira Smith introduced herself to her future husband, James, another NYPD officer, by grabbing his Yankees cap off his head and tossing it across the squad room. But beneath the Brooklyn native's fun-loving exterior was the heart of a thoroughly professional cop devoted to serving others.

One of the occasions Moira showed that devotion was after the deadly 1991 subway crash in Union Square. Moira was awarded the NYPD's prestigious Distinguished Duty Medal for helping to save dozens of lives.Her second medal--the NYPD Medal of Honor, her department's highest award--was given posthumously. On 9/11, Moira was seen carrying people out of Tower Two, then going back in for more. At least two newspaper photographs recorded her final acts of heroism. Moira, 38, left behind her NYPD husband and a daughter, Patricia. The little girl was just two when she lost her mommy--and America lost a hero.

NYPD's Dodge Charger news :

The Dodge Chargers are meant for Patrol functions only ...Meaning no ticket writers or any other units. No Impact Units etc..etc... Any Supervisor observed operating and or being driver in the Charger will be subject to immediate disciplinary action. Each tour that utilizes the car must fill out a survey of 1-10 on performance, handling, acceleration, etc. It must be washed once per tour excluding midnights and filled at the tours conclusion to full. Each Desk Officer must visually inspect the vehicle for damage prior to it being utilized by the next tour.

TheHighway Patrol already got a couple unmarked chargers.

Its a regular marked unit. Different PDs call their cars different things: squad car, scout car (Detroit), radio car, marked unit, etc.

Some supervisor's have the habit of taking the nicer cars when they come in. Apparently NYPD wants to see how well the cars perform while actually doing work in the hands of beat cops, as opposed to sitting in the precinct lot or moving from coffee shop to coffee shop.

Depends on what you want. According to Edmunds.com, the 2007 Charger base model (6 cyl) goes for $21,800 (US). The top o' the line SRT-8 with the 6.1L hemi will set you back $35,900 (US) or so.

I guess I am having a bad last few days. Seems like the clock always says 9:11. Saw some more footage from that day on TV. I just don't get it sometimes. These were regular people going to work that day. Trying to pay the bills...trying to save for the big family Disney trip. Drinking your coffee one second and the next you to decide to jump or burn

Cops,Military,FD we are all expected casualties of war. But everyday "Joe's" should not have to suffer that fate. They did not sign up for this bull$it. I remember that day going over the Brooklyn Bridge. I look over to the guy I was with and said where the fu(k we going. I never had fear like that in my entire life. Part of me wanted to crawl under the back seat and hide. All I remember hearing while driving over that bridge was the sounds of endless sirens.

We made it a few blocks into the Borough of Manhattan and left our car. As the doors opened I was snapped out of my fear by a screaming woman asking me where she could go. MY leader mode kick in and told her to get to Brooklyn via the bridge. My strength grew back and I again was a detective calm enough to help and guide people out of the inferno that lied ahead.

The next few days teased us with hope.......but none ever came. When we went to a hotel roof top to remove "parts" a friend of mine found a female hand that was freshly manicured....no arm......just hand. To this day he still finds it hard to look a ladies manicures.

All of my shoe/boots have to be upright. I must be able to see inside. Maybe these little quirks are here to stay. I do have to say that at GZ whenever a bone or a boot was found they pulled out the basket and the flag and marched whatever small part that was given out to a motor convoy to Belvue with all the bells and whistle .

Days later on top of the Staten Island Dump you would find yourself atop of these very large shifter machines. when your 5 gallon spackle bucket was filled with bones, you just dumped it off at the ME tent. Peoples lives come across those conveyer shaker machines. PICTURES.....so many pictures and little personal trinkets. I had a problem touching door knobs. I guess I always worried what happened to the last person who turned that knob.

I lost my career that day and I am bitter about that. I used my braces for a few months after to try and help other families maybe find whatever piece they needed to make it through life.


I LOVE MY FAMILY MORE THAN I CAN EVER EXPRESS. AND I LOVE THE GUYS WHO WERE WITH ME THAT DAY. I WAS SCARRED AS A MAN CAN BE.......BUT KNOWING THESE GUYS WERE WITH ME MADE IT ALL THAT MUCH CRAZY. THAT ONE CITY WIDE FEMALE PO TRANMISSIONS LOOKING FOR HELP.LISTENING TO HER CALL FOR HELP ON THE RADIO THAT DAY....HAS LEFT HOLE IN MY HEART.

I also learned about those regular "Joe" people. They pulled together. It gave me hope for the future.

We are N Y P D there is nothing that can stop us....but that day we caught an a$$ kicking.

Now here is my question. How can there be a higher being. would a real God allow these woman to jump. Would God leave child after child missing a loved one that will never return.

I ask God every day why this all happened. He could have killed us....military guys....the upper echelon of the political parties......But why moms and dads. I beg God FOR His forgiveness for my doubts. It just hurts.

I have no survivor guilt and an glad I will be here to help raise my beautiful family.

To the brothers who are scattered all over the USA I thank you for you calls and the guys still stuck up there...be proud hold it together till ya hit 20 and we will all go out on my boat.

May God Bless the men and women who are not here with us....and may God Bless the Family memories that are left behind.

I learned that sunny day that I worked with the best guys in the world. If I had to do it again...I would choose you pack of compassionate...hard hitting.....sharp guys.

Please never forget.....never forgive......Please God try to explain how something like this can ever be allowed under your watch.

Officer Vincent Danz was killed in the September 11, 2001, terrorist attacks while attempting to rescue the victims trapped in the World Trade Center. Officer Danz had been employed with the New York City Police Department for 14 years, and is survived by his wife, two daughters, and a son.

He was posthumously awarded the New York City Police Department's Medal of Honor for his heroic actions. He was assigned to ESU Truck 3.

At a memorial service in Farmingdale, N.Y., Winifred Danz, 8, carries the police cap of her late father, Vincent Danz. Winifred's mother Angela follows. Danz is among the hundreds of New York City rescue personnel entombed by the collapsed towers of the World Trade Center. Matt Campbell - AFP

A New York City police officer opened fire while he was pinned between two vehicles during a traffic stop Saturday in Brooklyn, killing the armed driver and injuring the passenger, police said.

The shooting happened after the officer, teamed with a sergeant as part of a plainclothes anti-crime unit, struggled with the driver over a gun the officers spotted in the sport utility vehicle stopped about 1:15 p.m. in Flatbush, police said.

The officer was taken to Kings County Hospital Center with serious injuries to both legs, while the passenger, who was shot in the leg, was taken to Beth Israel Medical Center. Both were in stable condition last night.

Neither the sergeant, who was not injured, nor the officer were identified.

Police did not identify either of the men shot, but the dead man's mother said he was Katrell Butler, 28, of Brownsville.

A preliminary investigation indicates the shooting was within department guidelines, which permit the use of deadly force when the officer or another person is threatened with death or serious injury," Deputy Commissioner Paul J. Browne said.

The driver, who was shot in the torso, was ****ounced dead at Beth Israel, police said.

"They killed my child -- that's the only story," Butler's mother, Monique Butler, 47, said after arriving at the scene late in the afternoon, at the intersection of Kings Highway, Troy Avenue and Avenue K.

A high-ranking police source provided this preliminary account:

The sergeant and officer were riding in an unmarked Chevrolet Impala when they spotted the Mitsubishi driving through a red light. Police quickly pulled the SUV over at the intersection, with the officer approaching it from the driver's side, the sergeant from the other.

The officer saw a gun inside the car and struggled with the driver for control of it, police said. The SUV backed into a traffic-signal pole, knocking it over, then lurched forward, crashing into a parked car. The officer was pinned in between.

The officer then fired at the vehicle. Police would not say whether shots were fired from within the SUV, but said that a loaded 9-mm pistol was found inside after the incident.

Bishal Sharma, 28, lives in a second-floor apartment on Kings Highway, just above the intersection. He said he heard a crash, then gunshots and looked outside to see the officer pinned between the cars, his gun still drawn toward the SUV. The sergeant had the passenger on the ground and was kneeling on him, Sharma said.

Monique Butler said her son was an unemployed father of four children, an 8-year-old girl, twin 3-year-old girls, and a 2-month-old son.

"He took care of his kids; I have to hand it to him," she said, adding that her son regularly visited his grandmother in a nursing home.

"I have a 17-year-old daughter that's very close to him and now I have to break the news to her," Monique Butler said.

Some supervisor's have the habit of taking the nicer cars when they come in. Apparently NYPD wants to see how well the cars perform while actually doing work in the hands of beat cops, as opposed to sitting in the precinct lot or moving from coffee shop to coffee shop.

thx for clearing that up.
At the moment there are totally stupid car regulations for the police here in Austria.
The cars are rent not bought, and they are only allowed to use them up to ~40,000 miles, so if the counter hits the limit, the cars should not be used anymore, regardless of what happens....

The officer, extreme left - front row is a good example.

In our organisation, Operational Safety & Tactics doctrines must be strictly adhered to, this includes the make & model of the accoutrement & it's location on the equipment belt.

In our dept we get a leather belt,holster and a bunch of pouches.Since the material is crap we all buy something else (Uncle Mikes,GK Pro,Safariland,BH,Eagle,Frontline,...). Most get a Safariland SLS holster.
Boots are mostly non-standard issue too.
As long as the clothing is what we get issued the brass doesn´t really care.

It all depends on the agency you work for. Years ago, before they switched over to semi-autos, a couple of NYPD guys told me they were not allowed to wear belt keepers. I wouldn't have considered hitting the Strasse w/o them. Some departments mandate everything and the individual is not allowed to supplement, others give a list of acceptable gear, and others are somewhere in between.

To the average person, 50 may seem like an excessive number of bullets fired by police officers.

Yet several criminologists said that basic police training and the dynamics of shooting confrontations can often lead to high numbers of bullets fired and little can be done to avoid such outcomes.

"You often hear people say, 'Why couldn't they just shoot him in the leg or why couldn't they just shoot the air out of his tire? Well, the police are not trained to do that," said Tom Nolan, a professor of criminal justice at Boston University, and a former police officer for 27 years in that city.

The general rule in police training is that officers must use deadly force when they perceive "imminent death or bodily harm" to themselves or others. In a situation where a group of officers have drawn their weapons, only one officer needs to identify a threat for all the officers to fire with the same deadly force, Nolan noted.

"It's almost like the wisdom of one officer is the collective wisdom of all," said Nolan.

Virtually all New York City police officers today carry 9-mm semiautomatic handguns, which carry 15 rounds in a clip and one in the chamber. Most of those officers also normally carry at least one extra clip with 15 rounds on their belts.

Those same officers are also trained not to fire warning shots into the air, and not to fire at moving vehicles, said Eugene O'Donnell, a professor at John Jay College of Criminal Justice in Manhattan.

"They receive training that really tells them not to shoot, except in dire circumstances," said O'Donnell. "What is less easy to teach is that once a decision is made to shoot, how and when they should stop."

They are part of ESU but work as part of the security for VIPs/diplomats when they visit NYC
So this is part time team ? Formed only when VIPs/diplomats are visiting NYC ?


The second one is also part of ESU and do all the hi risk warrants and hi-risk pre-planned arrests

Isnt this where the PD Salughterd the bachelor? I hope the gun man fries for that one killing Unarmed persons is the worst way out. I know that they were of mixed races so i wouldnt jump on it being racially motivated. But just plain bad judgement.

that is the infamous "Eye in the Sky", which for so long was positioned in the 32. It is a gondola which is elevated 3 stores and records all activity within a few block radius

Members of the New York City police department emergency service unit enter the New York headquarters of the Hells Angels. Police raided the Manhattan headquarters of the Hell's Angels on Monday in response to a report that a woman may have been beaten there. The unidentified woman was found outside the motorcycle club's home in the East Village late Sunday night suffering from a head injury, police said. Police and firemen gather at the scene of an accident on busy 7th Avenue in Park Slope, Brooklyn. According to people at the scene, the school bus driver struck a parked vehicle and then "gunned it in reverse" into other cars, destroying a total of six cars, knocking down a tree, and damaging several storefronts.

I am also after specs on the Heavy Rescue Truck, as I am researching ESU and their vehicles for a new videogame.

I understand that they are made by Mack, although some of the newer ones may be Saulsbury. I emailed Saulsbury on the off-chance and am waiting to hear back - it's not like I am after sensitive information, just dimensions etc so we can get them modelled accurately in the game.

As for the smaller REP vehicles; I think they are generally Ford F-550s that have been modified by a company called Odyssey of New Jersey (http://www.odysseyauto.com/vehicles/rescue/jcpdesu.html).

Unfortunately we are based in the UK and the company won't fund a trip to NYC for me to take a look at the vehicles myself, despite me having a friend in the Village who can give me a room for free!

Oh well, looks like this amazingly useful thread had died. Many thanks to CampingCarl for the fantastic images. Any further info would be gratefully received...
