Troops request?

Not wanting this to turn into something involving politics and appreciate any responses from BTDT. One of the big argument around is about "more troops in Iraq," but how is it actually done? Who get to make the request for more personnel? How long, where, what, who has the final say whether the request is necessary or not, etc.?

I think the overall commander in Iraq would make the request for more Americans to CENTCOM, which would then turn to the Pentagon.

I'm not positive though, it's probably far more complicated than that.

I heard Bush speaking the day saying the if gen. Casey requests more troops then Rumsfeld would see to it.
