I believe those are chinese/Japanese or some other asian marking. The stick grenade pouch makes me wanna say German. Perhaps German design built and/or used by the Japanese??

Chinese looking markings suggest chinese...
The 'Stick grenade' was also used by soviet armies. I would suggest that this is some type of chinese or maybe vietnamese or korean rig. I doubt it is japanese as they would not be using stick type grenades, but rather yank-style ones in the 1970's.
Chinese issued Type 63 rifle harness. Pouches are for 20 round magazines.

Chinese used "potato masher" type grenades as well.
