Can anybody shine some light in regards what kind of a weapon system is it?

It's a land based CIWS indeed, and it's for tracking and shooting down incoming mortar and rocket rounds. Used in a base defence role.

It appeared to be a mortar round, and it's not that uncommon. I know the RN shoot 4.5inch shells out of the air with their Phalanx systems.

* Goalkeeper's projectiles are much larger (30 mm versus 20 mm) and have greater kinetic energy.

* Phalanx can be welded to any section of deck and plugged in, while Goalkeeper requires significant 'deck penetration' and integration.
* Phalanx ammo drum is mounted directly on the gun, the Goalkeeper is reloaded from below deck.
* Phalanx can only track and engage one target at a time, while Goalkeeper can track 18 targets and switch to engage the greatest threat.
* Both weapons have similar maximum ranges, however Goalkeepers kill distance is reportedly slightly further (350 to 500 meters compared to 300 meters for the Phalanx).

Well the Goalkeeper does have the same gun as the A-10 ;) BTW the advantage of Phalanx is that it doesn't penetrate through the deck like the Goalkeeper. Much lighter weight.

Yes and no. Carriers and amphibious assault ships have both. The only instances I'm aware of of Phalanx being removed or left off are on the Burke Flight IIAs but in that case they're being replaced by ESSM. Personally I think it's a dumb idea because ESSM has a minimum range and it would be stupid to use it against say an incoming 5" round. They should have left them in place in addition to the ESSMs. I have never heard why they felt they should remove them although I imagine they "thought" (I use the term loosely) they could save a few bucks.

This is a land based CIWS systems that has been deployed to Iraq. It is based on the 20mm CIWS system used on US naval vessels. The land based versions use special rounds that detonate before hitting the ground so civilians and soldiers are not injured.
The U.S. Army's version of the Navy's CIWS Phalanx anti-missile system is called the "Land-Based Phalanx Weapon System" (LPWS). It is a type of "C-RAM" (counter-rockets, artillery and mortars) defensive weapon.
Whereas naval Phalanx systems fire depleted uranium or (more recently) tungsten armor-piercing rounds, the LPWS uses the HEIT-SD (High-Explosive Incendiary Tracer, Self-Destruct) ammunition originally developed for the M163 Vulcan air-defense system. These rounds explode on impact with the target, or upon tracer burnout. With a reliablity of between 95 and 99 percent the odds of live rounds falling on "friendlies" is minimal.

Would something like the Skyshield (http://en.wikipedia.org/wiki/Skyshield) be useful in this role?
It is a larger caliber system (35mm), but the AHEAD ammo looks like it would be effective.

Could be. With CIWS they generally try to package the guns,radars, etc. all on one mount so your field of view and field of fire are the same. AHEAD reminds me of a system they were working on back in the late 80's early 90's called Sea Trinity which used a Bofors 40mm gun and proximity-fuzed ammo. BTW I wonder if the 57mm guns shown here use the AHEAD ammo as they are going to be on the DD(X) and LCS.

I would imagine most 20mm ammuntion is for helos and airplanes, where the tracer would be ideal. Cheaper to use off the shelf ammo, just my guess.
Or maybe they like to put on a show while they take down targets.

THEL was cancelled. So was MTHEL (the operational version of THEL). The latest attempt is Sky Guard. Which will also go nowhere most likely.

Their weakness is the chemicals they use produce toxic byproducts (and aren't exactly benign even before they get burned). Solidstate lasers are "just around the corner" and rather than divert resources down a dead-end path (chemical lasers) nobody is biting on these with the exception of ABL. ABL requires a lot more power and solidstate lasers likely won't be to those levels for decades so chemical lasers are still viable in that role. For now.

Both....they have a relatively short range ( i would guess 4000- 6000 yards) so you'd need a lot of these for the border, which would make it expensive.
in addition, missiles/rockets would fly above its altitude...All AAA have this problem..
which is why most systems which are under development/testing/research to perform tasks like this (shooting incoming missiles/rockets/mortar bombs/shells) are missilie based,, and not gun based.
This is more like a last ditch defence..

Also do any of you guys know what are the countrys that operate the phalanx?? I was reading theres 20 allied countrys using them but no more info.
I think that we in Mexico have the smallest ships carring the Phalanx,i might be wrong...

These things are awesome, when i was blue navy i stood 20ft away in ovies and anti-flash and watched from the bridge-wing as Goalkeeper engaged a towed target, i remember vividly the shock i felt when the bitch fired. You (and the rest of the ship) shake yourself stupid. The air around you just seems to rattle. It's a pretty impressive sight. the only down side was cranking the rounds back in to the sytem in the g'keeper power room (and it was just that, a whole compartment dedicated to the chain for the ammo and gennies) afterwards, now that's a bitch. Thing is i can't figure out whyy the mob keeps switching between Phalanx and goalkeeper. Type 22 batch 3 frigates were fitted with Golakeeper 30mm x 7. HMS Ocean a LPH, however, which came out a few years back had the Phalanx fit. For whatever reason they've now gone back to Goalkeeper and fitted them onto the new LPD's Bulwark and Albion. Never got why they chopped and changed all the time?
