FAST Vest?

Has anyone seen or have had experience with this particular vest:

Cheaper Than Dirt calls it a "Fleet Anti-Terrorism Security Team (FAST)" Vest. They say it can carry a trauma plate in the front, but I'd like to know if it can carry soft-armor inserts so I could wear it llike an OTV.

Any further info would be cool.

I bought my three-point sling from cheaperthandirt.com, it works just fine.
As for the vest, I had the impression that it would be able to carry more armor plates?

But I did get a nice throw-over plate-carrier from them.
