Ivan from what I understood 5. PŠU is the military special unit

PPU Trencin is the SpecialPolice Unit for that city (ministry of interior?)

But what is the UOU (Utvar Osobyho Urcenia???) and who controls it state security maybe?

ÚOU is central police unit; it can be deployed anywhere in Slovakia.

try to search this site: www.specialunits.sk (and click on the GB flag) there are described "special units" in Slovak republic, and Ministries which have the responsibility.
