for those who don't know Popovkin is a deputy defense minister in charge of rearmament program who sometimes likes to talk trash but has been rather careful not to say anything stupid lately... most of the things have been written about or posted before... here's a quick overview of the interview

* production of An-124 is to resume in Ulyanovsk

* An-70 possibly to resume being produced in conjunction with Ukraine

* some Mi-26 helos are being ordered

* about 80 Su-34 and Su-35S have been ordered... with that many the price per airframe is expected to go down by 25%

* second PAK FA prototype to fly before the end of 2010

* 10 more PAK FA airframes to start being produced around 2013 to complete the 3,000 test flight requirement

* a batch of 50-100 PAK FA airframes to be ordered around 2016

* strategic and tactical unified command and control systems to get top priority

* NAVY to undergo significant modernization effort in the next decade with funds allocated being five times that of space forces

* some systems are not going to be procured due to lack of financial resources

* helos and S400/S500 are a priority

* Iskander-M systems to remain a priority as well

* BTR, tank and APC R&D to slow down a bit

* work on certain new weapon systems is to continue unanabated

* plans to purchase MiG-35

* AK to go through further modernization

* most of firearms to continue being developed and produced in Russia

* elite special purpose army units will be the exception with the ability to procure foreign made weapons

overall Popovkin is starting to make sense more and the approach adopted seems to be rather balanced and very well thought out IMHO

As for your statement that 1 year is not enough to train a competent soldier is BS.. Its enough if the soldiers get daily training instead of sitting on their ass. You cannot just "realize" that 1 year is not enough a after few years of the "project".

Agreed. Hard daily training and 1 year is enough for making a normal soldier

I'm guessing the issue wasnt in training normal infantry soldiers but training people who operate various machinery. Probably takes more time to train SAM operators, tank drivers/commanders/gunners, etc.

All machinery operators are contractors in the Russian army? Maybe that was the plan, in which case 1yr draft would be fine. But wasnt there some statements regarding a lack of contractors, so maybe they realised some of these specialist roles will still need to be filled by draftees. And when you think about it, there are many such roles. Artillery, IFV, tank operators, etc. All require a good amount of time to train properly and its probably quite difficult to fill all those positions with contractors.

FDF trains all those positions in one year. But we do have good simulator etc.training equipment and very little down time, or doing auxiliary things apart from training. Infantry foot soldier is 6 months only.

IMHO both are more or less enough, as long as the soldiers can concentrate on training.

I read an article a couple of days ago (maybe even linked from these forums) about how the Norwegian (could have been some other Nordic country though, I dont remember exactly) conscripts who serve only for 6 months are essentially useless since there is barely any time for decent training.

I think that 1 year is probably enough to train them up, but you also want those trained soldiers to actually then apply their skills in the defense of the country. And some types of training (like large scale maneuvers, eg: Vostok 2010) arent practical to carry out all that often. If conscripts serve for 2 years rather than 1 they have a much better chance of participating in such training (more than 2x, since you arent going to send a fresh recruit to such maneuvers).

But anyway, should get back on topic.

Usually conscript training consists of following steps:
- basic soldier training;
- specialist training (ex.: machinegunner, paramedic, signalman, grenade launcher operator and etc.);
- squad training;
- platoon training;
- company/ battalion and larger units training.

Those large exercises normally are part of last conscript training phase.

the problem is mostly with sensors, extended flight capabilities and communications... building an airframe is really a simple task that 'pioneers' at 'tekh-kruzhok' can handle

Hard to say. Probably you are right, the problem is the people in charge. FSB and MIA told they didn't have troubles with domestic UAVs. ZALA sold their Strekoza system for Dozor vehicle. I think the progress will be very slow

Actually "Bat" patch means "Recon" not GRU , but they are very strange one . They said "We are going back to Dagestan" what is strange to me because only army recon in Dagestan is in 77th Kaspiysk( 1200th ORB в/ч 20339, г. Каспийск ) . (rest are VV and FSB recon ) very strange one and for sure they are killers . That guy who rolled the film should be careful to whom he is jokeing. "Recon batalion? Just like us" ;)

they did not cancel it... they removed the funding for now... UVZ's is a semi-private enterprise now and I guess the govt wants to make them more self-sufficient by having them invest their own money in R&D... they want them to be more efficient and self-reliant as well which most learned well in the 90's but not all... at the same time the govt is willing to help UVZ pay off whatever debt it ows so you can consider that indirect funding... better credit worthiness also means the UVZ can borrow money from banks at lower rates... it's capitalism b*tches!... market principles an all

in the thread I created for the T95 tank news I posted a source claiming the reason the Russian MoD won't except the tank for now is because they want the developers to come up with better countermeasures for AT missiles like Javelin before they will accept it

об.195 have lower profile then T-90A and that means what it must be lower then T-90M. T-90M was shown probably with his own chassis(modified T-90A i guess) ans press calls it T-95.

I know Popovkin in April said that BMPT and T-95 are canceled. Is it possible that he is just making fog about those projects? It seems T-95 project is still going on and BMPT was shown to Putin. Is it posible, that BMPT could still be delivered to Russian army even in smaller number? How many of them were produced till now for tests?

You know how it goes... Some people meet Putin and describe their "modern and has no analogues in the whole world machine" to him. If Putin himself likes the piece of engineering he asks (read: orders) to buy it in some numbers, after that Popovkin can just eat his tie like Mad Saaka. If Putin doesn't like that thingy, there's no way it can see serial production except a small party for international exhibitions. Sometimes I start to think that we live in some sort of "Khrushchev's Times - 2".

С этой целью на пресс-конференции с организаторами выставки им был задан вопрос о том, действительно ли такой показ состоится и действительно ли на нем покажут "Т-95". Однако в связи с тем что на прессухе не было ни одного устроителя данного показа, то вопрос был адресован... мэру города Нижний Тагил Валентине Павловне Исаевой. У нее конечно очень хорошие отношения с новым руководством УВЗ, но не настолько чтоб быть в курсе работ по перспективной тематике и модернизации, да и к предстоящему "закрытому" мероприятию она не имела ровным счетом никакого отношения. Стоит ли удивляться что ответ был весьма обтекаем, двусмыслен и "политкорректен". Сидящие в президиуме рядом с ней "мужики" представляющие некоторые ВТСовские структуры и администрацию полигона, придя на "помощь" ей еще больше нагнали "мути". При этом что вопрос, что ответ, у действительно сведующих участников прессухи вызвали чуть ли не приступ хохота - сдержаться слушая как и та и другая сторона порют откровенную чушь было весьма сложно. Вот реальная подоплека появления информации о "Т-95".


Что касается собственно показа, то как правильно говорили здесь уважаемые BAURIS и PQ на нем демонстрировался некоторым членам Правительства РФ и МО модернизированный вариант танка Т-90. Главная его особенность - новое БО

what is the situation with Mi 28N anyway. Is there serial production yet? Any in actual service besides just Torzhok training? Any expected to roll out this year? Where is the factory located?

In recent interview Popovkin said ground forces equipment is not a priority for russian MOD. Balistic missiles, early warning systems, air defence(S-400), guided munition and C2 systems are on top of the list.
Indeed, russian next involvement in a military conflict will be probably more Georgia-like or Chechnya-like than a conventional full-scale conflict. So the need for a next generation tank is not so high.

he ties the decision to not show T-95 publicly with Burlak turret 'failure'...now WTF does Burlak have to do with the Nizhny Tagil or UVZ KB and their main expo??? Burlak was a design proposed by Omsk KB (designers of T-80)... it was suggested by Omsk as a T90 upgrade but the NT folks were quick to shut it down due to 'weight restrictions'... it's a political thing obviously) Burlak may be used for T-80 upgrades however at a future date if at all

ВИФ и Силу России он явно не читает, а выпулить чего-то "жареного" ему видать шибко хотелось. Еще раз с прискорбием и сожалением приходится констатировать что наш журналисткий корпус в основной массе своей действует по правилу "что слышу- о том пою, что не услышал - выдумаю" и при этом не особо утверждают себя мозговой работой или хотя-бы элементарной проверкой фактов.

Главная его особенность - новое БО. Сие означает новое СУО строящееся вокруг панорамы с матрицей Катрин-ХР (3 покаления) (сегодня представители Талес и Пеленга подтвердили фактическое реальное существование этого прицела). Кроме панорамы в СУО реализован АСЦ и еще какие-то неизвестные мне (пока) навороты. Новая пушка, увеличенный БК причем основная его часть из немеханизированных укладок вынесена из БО. Дистанционно-управляемый пулемет. Устройство учета изгиба ствола. Штора без осветителей. Штурвал, АПП. Кондишен.Защита Реликт + что то еще (слышал слово Цербер). Экраны как на БМПТ+решетки + юбка "треугольничками" по типу "китайцев". В целом это все пока называется макетом и конкретная его конфигурация будет зависеть от пожеланий и финансовых возможностей заказчика. (не знаю, Костя с чего ты взял что -90М будет какой-то более радикальной модернизацией с корпусом по типу об.187 - об этом и речи не было!)Кроме этого модернизированного танка в том же показе участвовала БМПТ.
Почему показ был закрытым? Все очень просто - данный вариант модернизации создавался УКБТМ инициативно для предложений на экспорт. Однако в связи с закрытием Бурлака (или его провалом - кому как угодно) данный вариант стал безальтернативным для родного МО. А МО как известно не любит огласки (почему-то особенно в сфере БТТ) относительно образцов готовящихся к принятию на вооружение. Кроме того в связи с участием в показе высших чинов - это была единственная форма обеспечить безопасность мероприятия. Однако думаю что несмотря на позитивные оценки этот танк МО таки не купит и в 2011году мы его увидим во всей красе на REA-2011 как новый вариант для предложений за бугор.
Прикола ради: на выставке был еще один "модернизированный" Т-90С. Его модернизация заключалась в установке синих стекол на всех передних фарах. Некоторые представители КБ допрошенные мной по этому поводу заявили что сие имеет строгую научную основу, пояснить которую все же отказались. Среди обративших на эту особенность внимание танк получил кличку "Синеглазка" :)))

ЗЫ. Фото -90М есть, но с публикацией подожду пока ;)
ЗЫ2. При попытке проникнуть на закрытый показ СБ ФКП НТИИМ был арестован и выдворен за пределы полигона уважаемый здесь VIM - к происшествию он отнесся с юмором, пониманием, а так же присущим ему хлоднокровием и выдержкой :))))

First of all, there're about 30 helicopters right now and will be up to 50 in a year - this is the first batch of helicopters. MoD wants at least one more batch for another 50 ones, maybe more in the future.
The serial production is established in Rostvertol (Rostov-on-Don).
There were news (http://tvzvezda.ru/news/forces/content/na_aviabaze_v_budenovske_1607.html) on Zvezda-channel that Mi-28 entered its service in Budyonnovsk-airbase. You should understand that North Caucasus is the first place where Mi-28 is needed, so we wait for Mi-28s soon in Hankala-base as well.
Edit: I don't believe and don't actually see how this "300 Mi-28s in a few years" goes in reality:
1) 300*Mi-28~5bil$. Where's the money than? There's no such a contract actually.
2) For almost 20 years these generals purchased almost nothing and now they want "hundredz of wunderwaffels". Sorry, guys, but you'll receive your "300 spartans" by 2025.
So 20-25 Mi-28 per year is the most realistic figure in the nearest future (approximately for 3-4 years).

I would say that showing T-95 is much more "sensationalist" than showing some updated T-90. Also, it is often in media that bad or plain out wrong facts spread around. Someone makes a typo, someone reads it, and repeats the typo...I have seen cases of that many times. So someone reported T-95 at first due to bad journalism, and other news agency copied it...

But hey, lets just drop this T-95 or not BS ok? I still personally believe in T-90M story more.

can you plz explain why you think the T90M story is more believable... i'm not being sarcastic... maybe I'm just geting full of myself here and there are good objective reasons why that poster/blogger would be correct... also what abotu that whole story with Burlak? wouldn't you agree that it's weird how he ties the supposed failure of Burlak design with this 'closed show'... why would NT KB be working on a design proposed by Omsk KB iin the first place? the two are in competition with each other... Omsk was short on cash and thought proposing the T90 upgrade would be a good way of securing income and credit... that didnt quite fly with the UVZ management cuz they had plans of their own (T90M) and nixed the whole Burlak idea on the premise that it's too heavy... and what about the statements made by deputy director of FSVTS? or recent interviews with UVZ mgmt talking about T-95 tank specifically.. or is that a typo as well? or are they just lying through their teeth? but then what's the point of the whole story here? saying Russia Str0ng without much to back it up? but they have the T50 for that so really there's no need to come up with BS to make it look like everything is on track to Russian citizens and everyone else... on top of that they got T90 modernization program which is looking quite good anyways
