Yeah, there's not really much they can do without the evidence. People will do desperate things when they need money, and it sounds like he needed some. I still think it was definitely him.
Hasn't been arrested. I have the feeling the police don't have enough evidence or something. Wouldn't be the first time I've known someone who's robbed a store and got away with it because there wasn't enough evidence.
