G4S, the controversial private security company, is to run services providing medical examinations and counselling for victims of rape and ****** assault in the West Midlands.
The company has been awarded a three-year contract to take over two ****** assault referral centres (Sarcs) in Birmingham and Walsall. The national network of 33 centres across England which have developed over the past decade also allow rape and ****** assault victims to report attacks without going to the police first.
The decision to award the contract for such sensitive services to the company, despite widespread criticism over its failings in the Olympics security contract, was made by local NHS commissioners who have recently taken over responsibility for the network of Sarcs from the police.
Union leaders and violence against women campaigners sharply criticised the "sell-off" of such sensitive services to a private company with such a chequered record.
Karen Jennings, Unison's assistant general secretary, said: "It is shocking that a private, profit-making company with such a chequered record should be put in charge of these highly sensitive and intimate support services. A woman at her most vulnerable must be treated with the ultimate respect, dignity and sensitivity by trained professionals who she feels confident about placing her trust in," she said.
Rape Crisis (England and Wales) said victims of ****** violence need to access long-term support and counselling as well as immediate medical and legal help: "Our concern is that commissioning generic private contractors such as G4S to run Sarcs will lead to a focus on cost-efficiency above the needs of ****** violence victims and, in particular, that crucial long-term support services will be sacrificed in the name of cost-cutting."[...]

 “The most serious reaction to such things is not the introduction of  new administrative bans, but a sharp condemnation by society,” said Olga  Batalina, head of the Russian parliament’s committee on family issues.

 “This would be the most serious weapon, one in the hands of each of us.”

 A group of LGBT activists handed out condoms on Sunday next to the  eternal flame in the central Russia city of Togliatti in an attempt to  raise AIDS and HIV awareness. They also placed portraits of famous  people who had died of AIDS, including former Queen singer Freddie  Mercury, next to the monument.

 Their actions were condemned by a number of regional WWII veterans,  local media reported, but police said they had received no complaints  from the public.

 More than 69,000 new cases of HIV were recorded in Russia last year, the country's top public health official said in March.

 Gennady Onishchenko said around 720,000 people have been diagnosed  with HIV in Russia since 1987, when the first case was officially  registered.

         They have been around museums, including the recently opened  Museum of the History of Polish Jews on the site of the former Jewish  Ghetto in Warsaw. And they also visited the Auschwitz and Dachau  concentration camps.
         "The main aim is to get Muslims who are leaders all over the  world, particularly in the Middle East, to acknowledge the reality of  what happened here and to be able to teach it to the people that they  lead," said trip organiser Rabbi Jack Bemporad, who is executive  director of the US-based Center for Interreligious Understanding.

Federal Reserve Chairman  Ben S. Bernanke yesterday signaled policy makers will not reduce record  stimulus until gains in employment are sustained. 
 
“Higher  confidence, higher home prices and the improvement in the labor market  bode well for the economic outlook in the second half of the year,” said  Christopher Rupkey, chief financial economist at the Bank of  Tokyo-Mitsubishi UFJ Ltd. in New York, who correctly forecast the  decrease in jobless claims. “There’s no sign of a summer swoon in  today’s data and that’s making us a little more confident.” 
 
Other  reports today showed sales of new houses climbed more than forecast in  April and prices of previously owned properties jumped in March by the  most on record.

			<description><![CDATA[The Senate on Thursday evening voted 93-7 to approve a defense authorization bill that includes a provision which not only repeals the military law on sodomy, it also repeals the military ban on *** with animals--or bestiality.
On Nov. 15, the Senate Armed Services Committee had unanimously approved S. 1867, the National Defense Authorization Act, which includes a provision to repeal Article 125 of the Uniform Code of Military Justice (UCMJ).
Article 125 of the UCMJ makes it illegal to engage in both sodomy with humans and *** with animals.

It states: "(a) Any person subject to this chapter who engages in unnatural carnal copulation with another person of the same or opposite *** or with an animal is guilty of sodomy. Penetration, however slight, is sufficient to complete the offense. (b) Any person found guilty of sodomy shall be punished as a court-martial may direct.”
Family Research Council President Tony Perkins said the effort to remove sodomy from military law stems from liberal Senate Democrats' and President Obama’s support for removing the military’s Don’t Ask Don’t Tell policy.

On Nov. 15, the Senate Armed Services Committee had unanimously approved S. 1867, the National Defense Authorization Act, which includes a provision to repeal Article 125 of the Uniform Code of Military Justice (UCMJ).<br />
Article 125 of the UCMJ makes it illegal to engage in both sodomy with humans and *** with animals.<br />

It states: &quot;(a) Any person subject to this chapter who engages in unnatural carnal copulation with another person of the same or opposite *** or with an animal is guilty of sodomy. Penetration, however slight, is sufficient to complete the offense. (b) Any person found guilty of sodomy shall be punished as a court-martial may direct.”<br />
Family Research Council President Tony Perkins said the effort to remove sodomy from military law stems from liberal Senate Democrats' and President Obama’s support for removing the military’s Don’t Ask Don’t Tell policy.<br />

“We  can no longer embrace the status quo because the status quo is not  working for all Chicago school children,” Byrd-Bennett said before the  vote was taken. “It is imperative that you take the difficult decision  but essential steps.”

The district says it needs to close schools to address a looming $1 billion deficit and declining enrollment. 

Board  President David Vitale, in his remarks before the vote, said that while  closing schools is difficult “ultimately it is our responsibility to  choose.” 

“Today's reality requires change,” he said.

 "I think the 'Gang of  Eight' has made a substantial contribution to moving the issue forward,"  said Senate Minority Leader Mitch McConnell, R-Kentucky. "I'm hopeful  we'll be able to get a bill that we can pass here in the Senate."

 Senate Majority Leader  Harry Reid, D-Nevada, praised the "masterful" job of Judiciary Committee  Chairman Patrick Leahy, D-Vermont, in navigating roughly 300 proposed  amendments and advancing the 844-page bill to the floor.

 The measure will create a 13-year path to citizenship for most of the country's 11 million undocumented immigrants.

The  short-term deficit is larger than the CBO's baseline, and the long-term  budget only cuts the deficit relative to the baseline by - you guessed  it - massive tax hikes. 

  Chiefly because of spending increases his budget proposes, Obama's  fiscal plan would make next year's deficit $115 billion higher than the  $560 billion shortfall that the budget office estimates for 2014 without  the president's policies. Republicans criticized that and contrasted  the $542 billion deficit Obama's budget would leave in 2023 with the  spending plan approved by the GOP-run House, which relies on deep  spending cuts to achieve balance by that year.  The congressional report said to achieve his $1.1 trillion in savings  over the next decade, Obama relies on $974 billion in higher revenue and  $172 billion in spending cuts. That is nearly a 6-1 ratio. 
 
Obama's major revenue-raising proposals include limiting some deductions  and exclusions for some higher-earning taxpayers, raising $493 billion  over the decade; boosting tobacco taxes by $83 billion; and raising  estate and gift taxes by $77 billion, the budget office said. 


Moreover, the largest spending cut in President Obama's budget comes  from winding down overseas contingency operations in Iraq and  Afghanistan. A quirk of the federal budget causes the CBO to assume that  OCOs would never cease. So President Obama uses the over $600  billion in budget "savings" from winding down overseas wars and puts it  towards more spending programs. In total, as the AP reported, there's  $172 billion in spending cuts - which means that most of that war  draw-down "savings" are put towards more spending. 
 
President Obama's budget is pretty typical for what we know about his  economic philosophy. He's a Keynesian, which means the short-term  deficit reduction makes sense. He also doesn't think that America's  long-term entitlement problems are actually problems that need  addressing - so his failure to address them, and then allow budget  deficits and debt to rise in the medium- and long-term, also makes  sense. While you may have read that President Obama's budget gets the  deficit under control, it's mostly a one-time occasion that is  predicated by an economic recovery and President Obama's tax hikes.

But  the reporters involved have indicated they were told by their sources  that these were summaries, taken from notes of e-mails that could not be  kept. The fact that slightly different versions of the e-mails were  reported by different journalists suggests there were different  note-takers as well.

Indeed, Republicans would have been foolish  to seriously doctor e-mails that the White House at any moment could  have released (and eventually did). Clearly, of course, Republicans  would put their own spin on what the e-mails meant, as they did in the  House report. Given that the e-mails were almost certain to leak once  they were sent to Capitol Hill, it’s a wonder the White House did not  proactively release them earlier. 

The burden of proof lies with  the accuser. Despite Pfeiffer’s claim of political skullduggery, we see  little evidence that much was at play here besides imprecise  wordsmithing or editing errors by journalists.

OPPOSITION parties have criticised Scotland’s external affairs  minister Humza Yousaf, claiming he has drawn “crass” and “irresponsible”  comparisons between the Arab Spring and Scotland’s own constitutional  journey.
                                                  				 				                 Mr Yousaf was today addressing the Doha Forum, which  hosts discussions on democracy, development and free trade in the Middle  East, during a visit to Qatar to promote links with Scotland.
Although  the minister said the political situation in Scotland cannot be  directly compared with that of the Arab Spring countries, the  Conservatives and Liberal Democrats were quick to condemn his remarks.
In  his address, Mr Yousaf said: “We cannot directly compare the situation  in Scotland or the UK today with the situation in new democracies in the  Middle East. However, I think that there are lessons that we can learn  to mutual benefit.
“In Scotland we need to do more to increase participation, especially of young people, in our politics.
“We  need to learn more about how we can use digital media as a means of  consulting with the youth, to make young people feel more engaged.
“The challenges for the new democracies are many and varied.
“However,  in our experience, a framework that is respectful of the views of  others and respects social and political freedoms can help frame the  environment in which peaceful transition can take place.
“More importantly than anything it must be inclusive of women, young people, minorities and even of our opponents.
“It  is this approach that led to the historic Edinburgh Agreement between  the Scottish and UK government to hold a referendum on Scottish  independence in 2014, and a commitment to work together in the best  interests of the people regardless of the result.”
Responding to  the speech, Conservative deputy leader Jackson Carlaw said: “Comparing  the drive for democracy which inspired the Arab Spring to the  possibility of a separate Scotland is irresponsible and simply  ludicrous.
“Inexperienced junior ministers, trying to draw  similarities such as this, makes the Yes campaign look even more flaky  and desperate than it already is.”]]></description>
