The RTA surveillance system consists of a manned airship with military-grade imaging and communications systems, a state-of-the-art Mobile Command and Control Vehicle, and upgrades to existing communications and facilities to receive real-time surveillance data.[/B]

The Thai government recently began to alter its approach, but this does not remove the need for military operations – or for the long-endurance surveillance that must accompany holding operations in contested zones. Major General Chawalit Srisilpanandana, Director General-Directorate of the Royal Thai Army’s Logistics Department, says that:

As the government decided on Wednesday to slash the defence budget for the next fiscal year from 171 billion to 151 billion baht, the air force had to ditch its plan to order six more Gripen fighter jets worth 15 billion baht, commander Ittha**** Subhawong said.
The air force has already bought six Gripen jets worth 19 billion baht with the planes due for delivery next year.
The air force needs the other six Gripen jets to complete a fleet of 12 that will replace its ageing F-5 fighters scheduled to be decommissioned in 2011.
[B]With only six Gripen jets, the air force was not confident of protecting national security, according to the air force chief, who also warned that the decision would weaken national defence where competitive weaponry is vital.[/B]
"This affects the potential of the armed forces because they need modern weaponry. If we must defend the nation with weapons that cannot match [our enemies'] or are outdated, nobody will have respect for us," ACM Ittha**** said.
He said that the six other Gripen jets were necessary for national defence.
[B]"We must explain what is essential and need a review from the government. Weapons result in national security. Without strong defences, neighbours will not have respect for us.
"We, all soldiers, are ready to sacrifice our lives for the nation but in any fight we must have competitive weaponry. The life of every soldier is valuable. If a conflict erupts and we have weapons that do not compare, soldiers will be killed," he said.[/B]
The Swedish fighters will be stationed at the air force base in Surat Thani to protect the Gulf of Thailand, the Andaman Sea and all areas in the southern region of the country.
The air force plans to use them as its main fighters instead of the F-16 jets used now.
The Defence Ministry was one of the agencies hit hardest by the budget cuts, implemented because government revenues have fallen short of target and the need to raise money to pay for economic stimulus schemes.
A ministry source said there was a question whether relations between the Democrat Party-led coalition and the armed forces would sour because the armed forces had supported the government but received budgetary reductions in return.

Prawit said he expected the Cabinet to approve the procurement plan in principle, pending the state of the economy, at its meeting next Tuesday
[B]Defence Minister Prawit Wongsuwan yesterday said his ministry would push for the Bt15.4-billion procurement of six Gripen fighter aircraft, although they would only be bought when the fiscal situation permitted such a costly purchase. [/B]
The procurement, if approved, will be spread over five years from the next fiscal year starting in October.
Prawit said the six Swedish jets, when added to the other Gripens already in deployment, would form a wing of 12 fighter aircraft, replacing the ageing F-5 jets that have been in service since 1966.
[B]He said all military procurement plans had been put on hold in light of the economic downturn. However, the Air Force needs to have its budgetary plan approved in principle in order to make the necessary preparations for deployment of the aircraft.
The proposed Bt5-billion purchase of four search-and-rescue helicopters will be treated in the same way, the defence minister said.[/B]
The Air Force is eager that the public fully understands the ministry's procurement plan, said deputy spokesman Group Captain Monthon Satchukorn.
If the government deems it necessary, Air Force chief Air Chief Marshal Ithi**** Suphawong is willing to withdraw the plan in order to delay the Cabinet debate on the issue, Monthon said.
The plan has been forwarded to the Cabinet with an understanding that the budget would be approved in principle without actual disbursement of funds at this juncture, he added.

[B]An attempt by Defence Minister Prawit Wongsuwon to revive the air force's procurement of Swedish-made Gripen jet fighters despite military budget cuts is likely to raise tensions between the Democrat Party and its key coalition partner, Bhumjaithai.[/B]
The move opens the way for a fresh conflict between the Democrats and its influential coalition partner following differences over the 4,000-bus lease project, the auction of the government's mortgaged crops, and the public land rental scheme.
Gen Prawit, who has close affiliations with Bhumjaithai, said yesterday he would ask the cabinet next week to approve in principle the 5.4-billion-baht project to buy a second batch of Gripen fighters and 5 billion baht for search and rescue helicopters.
[B]"I just want the cabinet to approve the procurement in principle. It is for the sake of reassurance.
"When the country has money to attend to security affairs, we will buy them. I do not think endorsing the project in principle will cause any damage," said Gen Prawit, who stressed the air force needed the Gripens to replace its F-5Es which will be decommissioned later this year. He said he would explain the need to the Budget Bureau and Prime Minister Abhisit Vejjajiva.
"There is no hidden agenda," said Gen Prawit, who is tipped to join the Bhumjaithai Party soon.[/B]
His push is seen as yet another move by Bhumjaithai to test the Democrats' sincerity in honouring the coalition partnership. The Democrats have put the brakes on the Commerce Ministry's planned sales of mortgaged crops and the Transport Ministry's 67.9-billion-baht bus lease plan. Both ministries are under Bhumjaithai's supervision.
Bhumjaithai heavyweights appear to be opposed to the Democrat Party's proposal to allow farmers to rent public land at 10 baht per rai for farming.
The scheme, the brainchild of Deputy Interior Minister Thaworn Senneam who oversees the Land Department, apparently lacks support from Interior Minister Chavarat Charnvirakul, the Bhumjaithai leader, and Saksayam Chidchob, his chief adviser and a core member of Bhumjaithai.
Deputy Interior Minister Boonjong Wongtrairat, another Bhumjaithai key figure, denied Mr Chavarat was opposed to the scheme. The minister was merely concerned that it could be exploited by the rich.
"Mr Chavarat wants the scheme to be examined thoroughly. He fears state property will be abused," he said.
Mr Saksayam said the party was not using the land leasing plan to gain Democrat support for the mortgaged crop sale and bus rental projects.
"The land rental project has just been raised for discussion. An inspection is under way to separate state land from private property."
Mr Chavarat said the land leasing scheme was a sound project and Mr Thaworn could submit it to him for further submission to the cabinet.
Democrat spokesman Buranat Samutarak dismissed any rift over the land leasing scheme, saying the Bhumjaithai Party had raised concerns but did not oppose the project.
[B]Meanwhile, the air force said it was uncomfortable with the defence minister's push to revive the Gripen purchase plan, as it feared the public might misunderstand. Air force spokesman Grp Capt Monthon Satchukorn said air force chief ACM Ittha**** Supawong would ask Gen Prawit to review the project and withdraw it from the cabinet meeting's agenda.[/B]

[B]NAKHON RATCHASIMA : Thai troops are ready to use force to counter a Cambodian troop build-up along the border in a fresh dispute over a hill near Preah Vihear temple, the head of the 2nd Army says.
The move follows Cambodia's claims that Hill 600, about 7km east of the historic temple, had been seized by Thai soldiers. Thailand has denied the allegation.[/B]
Second Army chief Wibulsak Neepal said troops were stationed at spots around Hill 600 to conduct border patrols but had never invaded Cambodian territory.
[B]He said Thailand would not withdraw its troops.
The presence of soldiers in the area was normal as they had to guard Thai territory to prevent possible incursions pending talks on demarcation of the disputed area.[/B]
The deployment of Cambodian troops nearby in response to the Thai move has prompted speculation that there might be a new round of border clashes.
Lt-Gen Wibulsak said any border problem must be solved step by step or through negotiations.
[B]''If Cambodia resorts to the use of force, Thailand would exercise its right to self-defence,'' he said.
Lt-Gen Wibulsak insisted Thailand had followed an agreement on border conflicts. [/B]
Thai and Cambodian commanders remained in contact.
[B]The 2nd Army had earlier protested to Cambodia over the erection of fences at a disputed area along the Sa-ngarm border pass in Surin province, he said.
The protest was lodged through the army and the Foreign Ministry, which forwarded it to Cambodia. [/B]
Pha Mor E-Daeng cliff in Si Sa Ket, near the temple, was safe to be reopened as a tourist spot, he said. He had passed on word to provincial and national park authorities.
In April, Thai authorities closed tourist spots near the Preah Vihear temple indefinitely as Thai and Cambodian soldiers clashed twice in the area, leaving two Thai and two Cambodian soldiers dead, and several injured.

[B]PM Natural Resources and Environment Minister Suwit Khunkitti said on Thursday he will take his time to explain fully to all 21 members of the World Heritage Committee why Thailand wants a review of the decision to register Cambodia's Preah Vihear temple as a World Heritage site.[/B]
Mr Suwit, in his capacity as chairman of the Thai world heritage committee, will lead a Thai delegation to attend the 32nd WHC meeting beginning on Monday in Seville, Spain.
[B]Maj-Gen Tawatchai Samutsakhon, the Second Army deputy chief in charge of intelligence and operations, said he was not worried by a suggestion that Thailand's push for a review of the WHC resolution would cause confrontation between Thai and Cambodian troops in the disputed border areas.[/B]
The two sides understood each other well and he would ensure any problems were settled by negotiation if border conflict occurred.

[B]Thailand will ask the World Heritage Committee to review the decision to register Preah Vihear temple, on the border of Si Sa Ket province, as a World Heritage site under the sole supervision of Cambodia, Prime Minister Abhisit Vejjajiva said on Wednesday.[/B]
Last year, the World Heritage Committee (WHC), which operates under the auspices of Unesco, registered Preah Vihear as a World Heritage site, as proposed by Cambodia, and required Phnom Penh to set up an International Coordinating Committee to preserve the temple.
[B]Mr Abhisit said the cabinet on Tuesday agreed the request should be submitted to this year's 33rd session of the WHC, to be held in Seville, Spain, from June 22-30. [/B]
At the meeting, Cambodia is due to report on the state of conservation of the ancient khmer temple.
The prime minister said a delegation of the Thai world heritage committee led by Natural Resources and Environment Minister Suwit Khunkitti will tell the meeting that the registration of Preah Vihear temple as a World Heritage site had brought about conflict and losses, and this would appear to be against Unesco's objectives in having heritage sites.
[B]The prime minister said a World Heritage site is supposed to be an area where traces of culture and history are preserved, allowing tourists to see and admire them. But the registration of Preah Vihear had caused more conflict between the peoples of Thailand and Cambodia.
Mr Abhisit said Preah Vihear should be registered jointly as a World Heritage site by Thailand and Cambodia, not just by one country.
"I want to see the temple a peaceful area so that the people of the two countries can jointly benefit from this site of high historical importance," said the prime minister.[/B]
Panithan Wattanayakorn, the PM's deputy secretary-general and acting government spokesman, said Mr Suwit would attend the WHC meeting as a member of the Thai world heritage committee. He would submit the protest letter in the name of the committee, not the Thai government.
[B]Thailand was not protesting against Cambodia's application that Preah Vihear be listed as a World Heritage site, but against the decision approving the insciption of the temple, which had caused more problems, he said.[/B]
[B]Mr Panithan said many cabinet ministers expressed concern over this matter, saying that it is sensitive and could affect Thai-Cambodian relations.[/B]
The Foreign Ministry in May warned Unesco about the activities of officials and experts at Preah Vihear temple.
[B]Virachai Plasai, head of the ministry's Treaties and Legal Affairs Department, reaffirmed to the chief of Unesco's information and knowledge management unit, Clive Wing, that UN officials and experts could travel through disputed areas around the temple only with the permission of Thai authorities.[/B]
[B]The ministry had reminded Unesco in March that only the main building of the Preah Vihear temple was inscripted as a World Heritage site, where the UN and the World Heritage Committee could work.
The wider promontory, cliff and cave were not included - so Unesco officials could not pass through these areas without Thai permission.[/B]
The International Court of Justice ruled in 1962 that Preah Vihear temple belonged to Cambodia, but Thailand claims surrounding areas. The disputed area of 4.6 square kilometres has not been demarcated.

The government knows who it is fighting in the southern border provinces, he said. The insurgent groups active there had no clear organisation like that linking the terrorist operations in the MIddle East .
[B]His comments follow the arrest by Thai security officials of three Rohinya allegedly involved in passport forgery and human and weapons trafficking.
They were believed to be linked to the Liberation Tigers of Tamil Eelam in Sri Lanka, which the Colombo government now claims to have been totally defeated, and insurgents in the far South. [/B]
They were also suspected of links with the al-Qaeda network.

[B]The cabinet has approved 66 million baht for the Defence Ministry to buy anti-riot gear.
Government spokesman Panitan Wattanayagorn said the cabinet yesterday approved the Defence Ministry's proposal to buy the equipment and set up seven companies of riot-control troops to protect the leaders of countries attending the Asean summit later this year. [/B]
The companies would be under a panel overseeing the Asean summit's security. The panel is chaired by Defence Minister Prawit Wongsuwon.
[B]The cabinet also approved a further 122 million baht to buy 24 bullet-proof limousines for the Armed Forces Security Centre (AFSC), Mr Panithan said. [/B]
[B]The AFSC had three bullet-proof cars. However, one was out of order and another had been damaged by red shirt protesters of the United Front for Democracy against Dictatorship at the Interior Ministry on April 12 which marked the onset of the Songkran riots.
The third is used by Prime Minister Abhisit Vejjajiva. [/B]
After violence broke out during the Asean summit in Pattaya in April forcing its cancellation, the cabinet agreed to buy 24 bullet-proof cars to boost security for government leaders.
[B]A special purchasing agreement would be used for the cars.
The Asean summit with dialogue partners will be held on Phuket in October.[/B]
Meanwhile, eight more anti-government red shirt protesters will face charges in connection with the Songkran riots, city police said. The eight had spoken on the UDD stage during the violent street protests in April, deputy city police chief Amnuay Nimmano said.
Facing warrants are Wiphuthalaeng Pattanaphumthai, Su**** Atthawong, Surachai Danwattan****orn, Somchai Paiboon, Pol Lt Col Waipoj A****rat, Payup Punkate, Methee Amornwuthikul and Pichet Sukjindathong.
The eight have been accused of illegal gathering, instigating public disorder, and inciting law violations.
The warrants were issued on Monday based on the transcribed speeches of the eight men and video footage showing their roles in the civil unrest.

[b]SURAT THANI : The air force is postponing the retirement of its ageing F-5 fighter jets after budget cuts forced it to put its plan to buy replacements on hold.[/b]
The air force had hoped to decommission all 12 US-made F-5 E/F fighters, in operation at the Surat Thani-based Wing 7 for 30 years, once it was fully equipped with 12 new Gripen 39 C/D jets. It has placed a confirmed order for six of the Swedish-made planes worth 19 billion baht. But budget cuts have forced it to delay taking delivery of the other six.
The government has slashed the defence budget.
[b]The air force planned initially to place an order for the second six Gripen in the 2010 fiscal year.
But with its proposed budget now cut by 16 billion baht, from 170 billion baht to 154 billion baht, it has deferred placing the order.
Wing 7 commander Manut Wongwat said the air force would have to keep seven F-5 jets on for now, and risk flying them beyond their service life.[/b]
The six fighter jets which will form the first half of the Gripen squadron have been named "Peace Suvarnabhumi I".
Three of the Swedish fighter jets will be ready to fly by January 2011, while the others are expected to join the fleet two months later.
[b]The air force plans to spend 700 million baht to build new hangars and install other safety measures as part of preparations for the first six Gripen jets.
It has chosen nine F-16 fighter jet pilots and an F-5 pilot for training to fly the Gripen in Sweden over the next two years.
About 180 officers will also be sent for training on maintenance in Sweden, said F-16 pilot, Wg Cdr Jakkrit Thammawichai, 38, who has been chosen as the first Gripen squadron commander.[/b]

2. the army are better armed and it gives them something to do insted of garrison.

Most likely to back up the police force. I mean back in my homeland, I've seen photos of Philippine airmen and soldier back up the regular police riot squads because of manpower issues during large protests.

[b]Deputy Prime Minister Suthep Thaugsuban on Friday insisted on going to Cambodia to meet Prime Minister Hun Sen, even though the Cam,bodian leader has refused to discuss the Preah Vihear temple row.
Mr Suthep said his visit to Cambodia on Saturday was aimed at strengthening ties. He said he would not engage in any talks that would lead to conflict.[/b]
Although the temple row would not be on the table, the deputy prime minister said relations between Thailand and Cambodia would improve after the visit.
Mr Suthep was originally assigned by Prime Minister Abhisit Vejjajiva to clarify Thailand's position against the enscription of the temple by the World Heritage Committee, on the application of Cambodia, which was later formally approved by the United Nations Educational, Scientific and Cultural Organisation (Unesco).
But Mr Hun Sen has refused to discuss the ancient temple with Mr Suthep.
Both sides have sent reinforcements to the area.
Second Army commander Wibulsak Neepal admitted on Friday he was worried about the renewed potential for hosilities.
[b]Lt Gen Wibulsak said troops were now confronting each other and this could boil over into a fight if the two governments do not find ways to calm the conflict.
However, the Thai-Cambodia border remained calm. Army chief Gen Anupong Paojinda said there had been no confrontation and the situation would not lead to violence.
He confirmed Thai troops have been reinforced following reports that extra Cambodian troops and artillery had been deployed to the area.[/b]
Gen Anupong said the two sides agree they do not want to fight.
Thai soldiers had been warned to be alert, but not to initiate a clash with Cambodian troops.
[b]"We will not be the first to start fighting," Gen Anupong told reporters.
"The local commander told me the situation is still calm. Forces from both countries deployed at the temple are constantly in contact with each other and there is no indication that it could lead to confrontation," he said.[/b]
Tension along the border has risen since Thailand decided to petition against the listing of the ancient khmer temple by the World Heritage Committee, which approved the application by Phnom Penh. Thailand has repeatedly argued the old temple should be jointly registered as a world heritage site,m even though it is in Cambodian territory. Access to the temple is through Thailand.

[B]The government will not enter into talks with a southern separatist group as suggested by former prime minister Gen Chavalit Yongchaiyudh, Deputy Prime Minister Suthep Thaugsuban insisted on Friday.[/B]
Gen Chavalit said during a panel discussion on security in the southern border provinces on Thursday that the present government had failed to tackle the problems.
He also read out a letter from the Barisan Revolusi Nasional (BRN), a separatist group, which said it wanted talks with the government.
[B]Mr Suthep said the government has a clear policy for dealing with the southern problem. Under this policy, while government officials must respect the human rights of the people, they must not tolerate violations of the law.
The government had not been informed of the BRN letter, he said, but would definitely not hold talks with any separatist group because doing so would lead to other problems.[/B]
"I respect Gen Chavalit because he is a former prime minister, but this does not mean everything he says is right," Mr Suthep said.

many police officer denied to operate againts the protestors , when government can't order to police , what next ?
soldier's act relate with complexity power structure in thai society , relate with many high class people.

[b]After a long day last week, Lt-General Phichet Visaijorn, the commander of the Fourth Army Region, changed from his combat uniform into casual dress as he was ready for dinner. But he would not forget his communication equipment. He had with him all the time his mobile phone, a black walkie-talkie and a red walkie-talkie.
He would not reply to unknown numbers calling into his mobile phone. The black walkie-talkie would keep him informed about communications among military officials while he stayed at the Sirindhorn military camp in Pattani. The red walkie-talkie would keep him up to date on what was happening in Yala and the nearby areas. The red walkie-talkie network is at the heart of the "pineapple-eye" project, launched by General Phichet.[/b]
Who can provide better protection to a community than the people living in the community themselves? That's the main idea behind General Phichet's project, in which the local people volunteer to form a network of communication. Whenever there are any abnormal incidents, they can immediately alert others and relay the information through the walkie-talkie. The authorities controlling and monitoring the communication network at a centre can then respond with appropriate action. Some 60,000 police and military forces, even including civilians and volunteers, would never be enough to provide complete security to the vast areas of Pattani, Yala and Narathiwat.
That early morning, we woke up at 4.40am to get ready for the action. General Phichet and his staff would be paying a visit to various points in the Muang district of Yala. Volunteers, each equipped with a gun and a walkie-talkie, took turns providing security to the soft targets vulnerable to unexpected attacks from the insurgents. Fresh markets, banks, shophouses or any government offices were easy targets.
It was quite a feeling to be with a team of military in full combat uniform, who swarmed the city areas in the very early morning to help maintain security and to boost the morale of the officials and civilian volunteers on duty.
We travelled in a caravan of pickups to visit the volunteers, most of whom were in their twenties or thirties. They were quite alert about their jobs. The rifles they were carrying about looked awesome. They also wore yellow scarves around their necks. Any slight incident would not escape their eyes and ears. Then they would communicate into the red walkie-talkie, which would be broadcast to all.
In front of the SME Bank, a security guard was in deep sleep when we arrived. Somebody woke him up. The guard was embarrassed that he was caught sleeping on duty. But General Phichet had some kind words to him, telling him to be on alert when he was on duty otherwise he could be vulnerable to an attack. The security guard could only nod his head.
[b]"Using the walkie-talkie for communication is most effective," said General Phichet. "If you use a mobile phone, at most you can communicate with only one person at a time. If you use the CCTV, you can only see the incidents after they have already happened. This is not useful. But the walkie-talkie can communicate to all the people involved all at once."[/b]
[b]Each walkie-talkie costs only Bt3,200. A pineapple-eye network, which implies that the "eyes are everywhere", works effectively with a monitoring centre operated by the officials. The communication can be relayed via the Internet and broadcast anywhere.[/b]
A day earlier, we were in Hat Yai, the largest district in Songkhla, where General Phichet started his first pineapple-eye project. We visited a small military unit, called Monthon Thaharnbok 42, in the middle of Hat Yai. There are nine zones in the district, which covers a vast area. Starting with 100 walkie-talkies on June 9, the pineapple-eye project is expanding fast to involve more volunteers. General Phichet held talks with the local community leaders and businessmen and asked them to participate in this project by donating the walkie-talkies. They were all willing to help. Now in Hat Yai's pineapple-eye project, there are volunteers working with 576 walkie-talkies. The number is rising fast as this network of community self-protection has proved to be rather effective in alerting any unusual or abnormal incidents. General Phichet is planning to expand the project to cover Phuket, the country's most important tourist destination.
[b]With this pineapple-eye network, community self-protection or self-defence has come to assume a broader dimension of people's participation. And in the war zone of the delicate areas in Pattani, Yala and Narathiwat, this is what the community needs the most.[/b]

[b]SATTAHIP, Thailand (July 8, 2009) Southeast Asia’s only aircraft carrier will be the centerpiece of a combined afloat training schedule for the armed forces of Thailand and the United States during the Thailand phase of the 15th annual Cooperation Afloat Readiness and Training (CARAT) exercise, which began July 8.[/b]
During the opening ceremony for CARAT Thailand at Laem Tien, Vice Adm. Komin Komutanon, Royal Thai Navy (RTN) deputy commander in chief, welcomed the opportunity for the RTN and Royal Thai Marine Corps to work once again with their U.S. counterparts.
[b]“The Thai Navy has found this exercise very beneficial for enhancing the skills and experience of participating personnel,” Komin said. “This is why we commit significant forces to this exercise each year, because it is one of the key activities that maintain a continuous good relationship between the U.S. and Royal Thai Navies.” [/b]
U.S. Deputy Chief of Mission to Thailand James Entwistle also spoke at the ceremony and echoed Komin’s comments, saying CARAT helps reinforce long-standing relations between the two countries.
[b]“Exercises like CARAT are critical to ensuring our interoperability,” Entwistle said. “It is a clear sign of the U.S. commitment to this region, and it contributes significantly to bilateral relations between the U.S. and Thailand, which is celebrating 175 years of friendship.”[/b]
Since 1995, the CARAT bilateral exercise series has provided the U.S. and six other Southeast Asian nations—Thailand, the Philippines, Singapore, Malaysia, Brunei and Indonesia—the opportunity to exchange knowledge and expand and sharpen maritime security through shared training, equipment and manpower.
[b]This year, CARAT Thailand will feature a new training platform in HTMS Chakri Naruebet, flagship of the RTN and the only aircraft carrier in the region. The Spanish-built Chakri Naruebet uses S-70B helicopters and AV-8S Matador jets, both exported versions of U.S. Navy and Marine Corps aircraft.
Chakri Naruebet and other RTN ships will join their U.S. Navy counterparts for exercises in skill areas involving surface and air defense gunnery operations, undersea warfare, casualty evacuation, diving and salvage, and logistics management. Additionally, there will be tactical scenarios where U.S. and RTN ships operate together in teams.
Ashore, U.S. and Royal Thai Marines will conduct land-based survival training, live-fire exercises and mechanized warfare training, as well as combined amphibious landing exercises originating from U.S. and RTN ships.[/b]
Ships and aircraft from both Thailand and the U.S. comprise the combined CARAT task group for this phase of training, under the leadership of Royal Thai Navy Rear Adm. Chaiyot Sunthornnak, commander, Frigate Squadron Two, and Commodore William Kearns III, commander, Task Group 73.5.
[b]Task Group 73.5 consists of the amphibious dock landing ship USS Harpers Ferry (LSD 49), guided-missile destroyer USS Chafee (DDG 90), guided-missile frigate USS Crommelin (FFG 37) and rescue-salvage ship USNS Safeguard (T-ARS 50). Kearns is embarked aboard Harpers Ferry, which operates from Sasebo, Japan as part of the 7th Fleet’s Forward Deployed Naval Forces. Kearns’ staff is based in Honolulu, Hawaii.

[B]SATTAHIP, Thailand (July 16, 2009) Notable achievements at sea and on land exemplified the cooperation between the armed forces of Thailand and the United States as the Thailand phase of Cooperation Afloat Readiness and Training (CARAT) concluded, July 16.[/B]
[B]“I would like to thank the exercise participants for all your dedication and hard work,” said Adm. Soopakorn Booranadiloak, commander in chief of the Royal Thai Fleet, during the closing ceremony at Sattahip Naval Base’s Laem Tien Pier. “Our exercises here resulted in good success because of the close cooperation between the United States Navy and the Royal Thai Navy.”[/B]
At the ceremony, Royal Thai Navy Rear Adm. Chaiyot Sundaranaga, commander, Frigate Squadron 2, and Commodore William Kearns III, commander, Task Group 73.5, reported the successful completion of all CARAT exercise events—including some firsts.
Making its first appearance in CARAT, the Royal Thai Navy (RTN) aircraft carrier HTMS Chakri Naruebet not only took part in two days of at-sea maneuvers with Task Group 73.5, but also shot down a U.S. Navy target drone with a Mistral surface-to-air missile.
[B]“Having had the privilege of embarking Chakri Naruebet earlier this week, I can say we broke new ground in terms of working together and understanding one another,” said Rear Adm. Nora Tyson, commander, Logistics Group Western Pacific, who observed the at-sea phase from the carrier. “Planning and executing these evolutions together makes us a stronger combined force, and both our navies and Marine Corps are better for it.”[/B]
In addition to Chakri Naruebet, the RTN corvette HTMS Sukhothai also destroyed a target drone using an Aspide surface-to-air missile.
[B]Chakri Naruebet and Sukhothai were joined underway by the frigates HTMS Naresuan and HTMS Makutrajakuman and the corvette HTMS Khirrirat, as well as the U.S. dock landing ship USS Harpers Ferry (LSD 49), guided-missile destroyer USS Chafee (DDG 90) and guided-missile frigate USS Crommelin (FFG 37).
On the ground, the Royal Thai Marine Corps and U.S. Marines conducted training operations together ranging from martial arts to marksmanship. Later, the two Marine forces combined for two amphibious landing exercises at Had Klod Beach, using amphibious assault vehicles launched from Harpers Ferry and the RTN tank landing ship HTMS Srichang.
RTN Sailors also held exercises with U.S. Navy divers from Mobile Diving and Salvage Unit (MDSU) 1, embarked aboard the rescue and salvage ship USNS Safeguard (T-ARS 50), and Mobile Mine Assembly Unit (MOMAU) 10.[/B]
While the Thai-U.S. combined task force was at sea, Royal Thai Marine Engineers and Navy Seabees from Naval Mobile Construction Battalion (NMCB) 40 were teaming up for the construction of a new multi-use building and improvements to existing facilities at Ban Khao By Si School in Pattaya.
Ban Khao By Si students also welcomed U.S. Sailors and Marines during a community relations project, while Thai and U.S. medical personnel treated local residents at a medical and dental civic action program in nearby Rayong Province.
[B]“This exercise demonstrated not only the commitment between our countries, but reinforced old friendships while new ones developed,” said Tyson.
Approximately 1,600 U.S. personnel are taking part in CARAT 2009. Task Group 73.5, the U.S. Navy task group for CARAT, is under the command of Commander, Destroyer Squadron 31.[/B]

[B]The army is dusting off its e-army project introduced during the Thaksin Shinawatra administration to encourage more online and real-time communication among its officers. The project's revival will involve the spending of an additional 6 billion baht, an army source said. [/B]
The army had already spent 615 million baht on the project during its first phase from 2004 to 2006.
In 2004, the project was kicked off by then army chief Gen Chaisith Shinawatra. Its implementation was later halted due to political unrest and the 2006 coup.
[B]Under the leadership of current army chief, Gen Anupong Paojinda, the e-army project is set to continue in two more phases. Each phase will cost about 3 billion baht, said the source.
During the second phase, a modern information technology system would be set up at the army headquarters.
In the third phase, the system would be implemented at the divisional and regimental levels, as well as connecting with the Information and Communication Technology Ministry's systems.[/B]
Once the full system is operational it will be able to manage a range of functions, such as human resource management, intelligence gathering amd defence operations. The new IT system will provide better efficiency, speed and value.
The army has granted the contract for the entire e-army project to Mfec Plc which beat Loxley Group in the bidding, the source said.
[B]The Defence Ministry's proposed 2010 budget has been cut from 170 billion baht to 150 billion. Of the 150 billion baht, the army requested the largest portion of 72 billion.
The army plans to spend 960 million baht of its budget on 15,000 Israeli-made Tavor Tar-21 assault rifles for Pattani-based infantry rangers, the source said.
However, Defence Minister Prawit Wongsuwon has reportedly negotiated for a higher budget with Deputy Prime Minister Suthep Thaugsuban, who is in charge of national security.
Mr Suthep eventually agreed to raise the ministry's budget by 3 billion baht, the source said.[/B]

[b]The navy has set up a new base on Koh Kut in Trat to reinforce its patrol missions following a report that Cambodia has allowed a French oil firm to survey in a disputed maritime area.
The establishment of the Koh Kut operations unit was revealed yesterday by a naval officer who asked not to be named. He said navy chief Adm Kam thorn Pumhirun had ordered the navy's 1st Fleet late last month to keep a close watch on the disputed area, believed to be rich in oil and natural gas.[/b]
Warships and marines from the Marines Operation Unit have been deployed at the Koh Kut base.
[b]''The mission
[of the new unit] is to patrol and prevent the Cambodian side from doing anything in the disputed area,'' said the source.[/b]
In addition, a naval information centre was recently set up on Koh Kut.
[b]''We have to send our royal warships on patrol to proclaim our territory and warn Cambodia against initiating any action in the overlapping area,'' the source said.[/b]
However, deputy navy chief Adm Somdech Boonpiem admitted it was virtually impossible to thoroughly monitor the vast expanse of the sea. The navy must also wait to hear what the government's policy would be regarding the disputed area, he said.
[b]The source said Cambodia's latest move _ allowing a French company to explore for oil in the disputed overlapping area _ was politically motivated. [/b]
He believed Cambodian Prime Minister Hun Sen would turn for help from this European country in future negotiations between Cambodia and Thailand over the disputed maritime area.
In the past, the source said, the French government had played a major role in helping Phnom Penh win a legal battle in the International Court of Justice over ownership of the Preah Vihear temple back in 1962. Hun Sen had revitalised Cambodia's connections with France when he was invited to join the Bastille Day celebrations on July 14.
[b]He took the opportunity to sign an agreement with the French Total SA company which has been granted oil exploration rights in Block 3, part of the overlapping maritime area covering 2,340 square kilometres, which is believed to be rich in oil and gas, said the source.

The Cambodia's move adds a new worry to the currently unresolved disputes over overlapping lands of 4.6 sq km near the Preah Vihear.
Both Thai and Cambodian soldiers have been ordered to tighten security along borders, following Thai objection to the unilateral application of Cambodia to list the Preah Vihear as a World Heritage under the United Nations Educational, Scientific and Cultural Organisation (Unesco).
According to an army source, Thai soldiers are suffering malaria due to no enough shades to protect them from daily rainfalls. At least, ''5 to 10 sick soldiers a day are to sent to a hospital,'' the source said.
The officers are in bad need for materials to build shelters and have to ask nearby villagers for donation, the source said.

[b]MARINES and warships from the Thai navy's 1st Fleet have been deployed close to disputed areas in the Gulf of Thailand to monitor Cambodian oil explorations in the area, according to Thai media reports, prompting warnings from Cambodian officials that the country reserves the right to defend its sovereignty against any naval incursions.[/b]
On Saturday, the Bangkok Post reported that the forces have been deployed at Koh Kut, close to the 27,000-kilometre overlapping claims area (OCA), to monitor a recent exploration deal between the government and French petrochemical giant Total.
"We have to send our royal warships on patrol to proclaim our territory and warn Cambodia against initiating any action in the overlapping area," the newspaper quoted an anonymous Thai naval source as saying.
"If we let Total explore in the overlapping areas, it would mean we admit the area belongs to Cambodia."
[b]Cambodian officials said that the Thai deployment was legitimate so long as it took place inside Thai territory, but warned that Cambodia would move to protect its sovereignty in the Gulf if Thai forces made incursions into the overlapping area.
"If their deployment moves into the [overlapping claims area] or into Cambodian waters, then we will defend our nation," said Var Kimhong, Cambodia's top border negotiator. [/b]
Phay Siphan, spokesman for the Council of Ministers, said the deployment was Thailand's decision, but that it would do little to resolve the maritime boundary dispute.
[b]"[The deployment] will not scare Cambodia," he said.
"Thailand cannot use its forces to threaten Cambodia's security. Cambodia will defend its rights as an independent, sovereign state."
He added: "[We] will still keep [our] stance of resolving the dispute peacefully."[/b]

The group wrote to Thai Prime Minister Abhisit Vejjajiva on July 30, criticising the government and armed forces for not taking action to head off the deal.
A copy of the letter was also reportedly sent to the French Embassy in Bangkok.
[b]Matters are complicated by the fact that Bangkok also allocated the zone - which it refers to as B10 and B11 - to US oil company Chevron and Japan's Mitsui in 1971.
Var Kimhong said that Thailand's claims about the Total deal were "unreasonable", adding that Cambodia had not complained to Bangkok when it granted oil exploration rights in the OCA to Chevron and Mitsui. [/b]

Neang Phat, a secretary of state at the Defence Ministry, said he had not received any reports from his subordinates about a Cambodian move into the areas.
[b]"We had a meeting today and nobody reported anything about the issue, [so] I will wait and see," he said Thursday. [/b]
In Sokhemara, chief of the Preah Sihanouk provincial coast guard station, said his men conducted regular patrols in Cambodian waters but had never entered the 27,000-square-kilometre so-called overlapping claims area.

The Bangkok Post reported Thursday that the Thai Ministry of Defence was planning to register a complaint through its Ministry of Foreign Affairs about a Cambodian patrol that had entered disputed waters near Koh Kut in Trat province.
According to the report, the patrol would have constituted a breach of an agreement on the disputed area that requires the two countries to inform each other about upcoming patrols and for patrols to be jointly conducted.
Koy Kuong, spokesman for Cambodia's Ministry of Foreign Affairs, said he had not received a diplomatic note from Thailand about the matter.
"If they do make an allegation, we will examine and investigate their claims," he said.

[SIZE="4"][b]The Royal Thai Air Force receives its first VIP ATR 72-500 [/b][/SIZE]

[b]Thailand’s RTAF (Royal Thai Air Force) today took delivery of its first ATR 72-500 from a contract that was signed in 2007 for four ATR 72 VIP aircraft. This first ATR features a state-of-the-art VIP cabin interior and will be dedicated to the transport of the Thai Royal Family, as well as other Government and military officials. [/b]
The aircraft is powered by two PW 127M engines, and is equipped with ATR’s optional front passenger door. The remaining three ATR 72-500s will be delivered before the end of the year. ATR aircraft have been operating in Thailand since 1990, with three airlines, Thai Airways, Bangkok Airways and PB Air, currently operating ATR 72s. The aircraft delivered today is the first being ordered by the Government.
Stéphane Mayer, Chief Executive Officer of ATR, declared:
[b]“We are confident that these specifically designed VIP ATR aircraft will fulfill the transportation needs of the highest authorities in Thailand”. [/b]
He also underlined “the importance of the strong support base of ATR in South East Asia, which is definitely contributing to our continued success in this part of the world. Airlines, as well as Governments, know they can count on our expertise and our proximity to efficiently operate their ATR fleets.”
Commenting on ATR presence in South East Asia, he added:
[b]“Our support facilities include the Asian ATR Training Center (AATC), located in Bangkok and equipped with two Full Flight Simulators, enabling us to provide high qualified training courses to pilots and engineers throughout the region. In addition, we rely on ATR Eastern Support (AES) in Singapore for spares and technical support to all our operators in Asia and the Pacific.” [/b]

[B][SIZE="4"]First flight for Royal Thai Air Force Gripen[/SIZE][/B]
The first Gripen fighter for Thailand completed its maiden flight in Linköping, Sweden, today. The flight took off at 14:50 local time and lasted for 80 minutes with Saab test pilot Mats Thorbiörnsson at the controls.

In 2008, Thailand ordered a complete aircraft and command and control system from the Swedish Defence Materiel Administration (FMV) in a Government to Government deal. The order includes a first batch of six Gripen C/D with associated equipment and service, one Saab 340 aircraft equipped with Erieye radar (AEW), a Saab 340 for transport and training plus an integrated command and control system with data links.
The Royal Thai Air Force will start their training on Gripen in Sweden next year and the fighters will be delivered to Thailand in 2011.

[B]A request for a huge new defence budget for the Army and the Navy is being submitted to the Cabinet today for initial approval. In addition, the Royal Thai Police is seeking to buy 16,045 sets of antiriot gear worth Bt48 milllion, including 18,445 of a special type of rubber baton at Bt1,000 apiece.[/B]
The Army wants to buy 1,474 2.5tonne Jeepstyled vehicles. The selected model, a Japanese brand, is priced at Bt3,388,500 apiece, totalling Bt4.99 billion.
[B]The Navy wants to enhance its antisubmarine capability, by modifying a model of a USmade sea helicopter and buying a number of sonar dip buoys at Bt989million, in a tiedover allocation for the next two years.[/B]
In addition, three coastal patrol ships are being sought at a cost of Bt1.6 billion, also in a tiedover two year allocation.
To keep paying for defence contracts, both past deals and those in the future, the Defence Ministry is asking for another Bt3.04 billion. Of the entire amount, Bt610 million will be spent this year, with the remainder in the next three years in tiedover allocations.
