Vietnam praises Thai terror sentence
Hanoi - Vietnam welcomed a Thai court's jailing of a US citizen who attempted to bomb the Vietnamese embassy in Bangkok six years ago.
"Vietnam welcomes the Bangkok criminal court's verdict," foreign ministry spokesperson Le Dung said in a statement released by the communist party daily Nhan Dan and the official Vietnam News Agency on Saturday.
"The judgment was in accordance with Thailand's laws, international laws and international efforts to combat criminals and terrorists," he added.
Vietnam-born Vo Duc Van was sentenced to 12 years on Friday, for illegal possession of explosives and conspiring to bomb after his 2001 attack on the embassy, which he said was a protest against Vietnam's communist government.
He planted one small bomb outside the embassy walls and threw a second into the compound.
The bombs were wired to a cell-phone detonator but failed to explode when the device was triggered.
The 48-year-old man was arrested in 2001 as he stepped off a plane in the US and extradited to Thailand in December 2006.

Thai Cabinet Approves Defense Equipment Buys
By WENDELL MINNICK
TAIPEI — Thailand’s Cabinet has approved a $242 million arms purchase that includes Israeli small arms, Ukrainian armored personnel vehicles and Chinese missiles.
The shopping list includes:
? 15,000 rifles, $34 million.
? 992 submachine guns, $9.3 million.
? 96 BTR-3E1 armored personnel vehicles built by state-owned Kharkiv Morozov Machine Building Design Bureau, $141 million.
? An unspecified number of an unspecified model of ground-to-ground missiles, $58 million.
In 1990, Thailand bought 50 Chinese C-801 cruise missiles to arm four 1,600-ton Chinese-built Jianghu III (Project 053) frigates. There has been concern in U.S. government circles over China’s aggressive offers of $40 million in military aid to Bangkok after the coup in September 2006. The U.S. canceled $24 million in military programs to pressure the regime to return to democratic rule. Thailand and China concluded a joint military exercise in China in July, and military exchange programs are being expanded.
Allen Hicken, co-author of “Thailand’s New Politics,” said the new arms are for the volatile situation in the south.
“My understanding is that the demand for these purchases is the result of the unrest of the south and the need to re-equip and arm Thailand’s soldiers in the south,” Hicken said. “A particular concern is insufficient armored vehicles. The ongoing U.S. arms embargo means that Thailand has to look elsewhere for this equipment. The U.S. embargo will probably be lifted after the elections, but I think the feeling is that they can’t wait that long.”
Thai Defense Minister Boonrawd Somtas said in August the military needed new tanks, ships, fighter aircraft and helicopters. The budget, which had been capped at $2.9 billion annually since the 1997 Asian financial crisis, will increase to $5.1 billion next year.
A Thai government official said the arms purchase is business as usual, with the normal allotment of gratuities being spread around.
“The purchase is a regular investment in hardware by the military,” the official said. “The cost is not that large for the economy to absorb. The brass should be happy; a corollary to this is that the arms sellers would do their usual turn of giving commissions to the purchase approvers. You may view it as detrimental behavior by the purchasers or normal transaction fallout.
“The bad angle to this is that the commissions should have been returned to the Budget Bureau or the national treasury, rather than to purchase approvers, who exercised power but paid none of the money used to buy the arms. The [Thai] world is still imperfect,” he said.
The military-backed government is preparing for elections in December. The new elections are expected to lead to a renewal of U.S. military aid, and some hope it will force out what many believe are corrupt military officials.
“The coup is coming to a close. The population is displeased that driving out Prime Minister Thaksin only brought in other power-hungry groups. The population now wants Prime Minister Surayut Chulanon and his Cabinet to quickly exit the stage; the ministers did practically no worthwhile work so far while in office; decisive meaningful decisions were aborted one after another,” the Thai government official said.
“So, the election should be held as soon as possible, and this prime minister and his conceited group should go away as soon as possible. We are now waiting for the final three laws concerning election procedures to be enacted, and then it is countdown to election day.” ?

TRADITION / ROYAL BARGE CEREMONY
Magnificent procession pays tribute to His Majesty
At the trumpeting of the conch shell, chana and mahorathuk drums began the royal anthem and the Royal Barges began their journey down the Chao Phraya river as the long, majestic ceremony reached its highlight yesterday.
The procession was organised to mark His Majesty the King's 80th birthday on Dec 5. It generated tremendous public excitement.
People wearing yellow shirts lined both sides of the river, waving national and yellow flags with the Royal Emblem as the barges glided past.
His Royal Highness Crown Prince Maha Vajiralongkorn presided over the procession and later presented the Royal Krathin Robes to monks at the Temple of Dawn, marking the end of Buddhist Lent.
At 3.30pm, the Crown Prince arrived at the Wasukri pier and was greeted by Prime Minister Surayud Chulanont.
The Crown Prince then boarded the Royal Barge Suphannahongse, which has its prow in the shape of a stylised swan.
Another major barge, the Anantanagaraj, carried Buddha images and monks' robes for the krathin ceremony that was to follow. As oarsmen steadied the 52 Royal Barges against the strong currents, the crowds cheered and took photos of the historic spectacle.
The length of the royal flotilla stretched for more than a kilometre along the river. The barges were manned by 2,098 navy personnel.
Santi Chai Prakarn Park on Phra Arthit road was packed with thousands of onlookers.
As the sound of the traditional boat chant became louder and the Royal Barges approached, the crowd at the park wished for a quick recovery for the King and his elder sister.
At 4.05pm, the Royal Barges arrived off Siriraj Hospital. All the oarsmen paid their respects to the King and Her Royal Highness Princess Galyani Vadhana, who are both being treated there.
Ten minutes later, the procession reached the Temple of the Dawn, where the Crown Prince disembarked to perform the krathin ceremony.

- Indian stuffs will make a debut in Thailand. Aside from shell and truck. (I guess its for RTA in the deep south) Thailand also looking for Dhruv, which I guess that the user might be RTAF as they looking for SAR helicopter to replace 40-years-old UH-1H.
- Thailand and Sweden will start talking about industrial offset on Gripen deal.
- RTAF also look to conduct "Mid-Life Update" which I believe it is Mid-Life Upgrage or MLU. I can not makes any confirmation since I do not sure what they mean, MLU or Falcon Star program. (Thai Aviation Industry currently undergo a Falcon Up/Star on the entirely fleet of RTAF's F-16s)

Not a new news but not very old.
Thais embark on native missile programme: Jane’s
London - Thailand has decided to develop and produce rockets and
missiles in a radical shift towards building an indigenous defence
industry, Jane’s Defence Weekly reported Thursday.
The specialist publication said the programme would lift Thailand
beyond its current capacity for producing explosives, ammunition and
small arms under licence as well as modernising and repairing aircraft
and armoured vehicles.
Citing an internal Thai defence ministry document, Jane’s said
Thailand will start by developing a multiple-launch rocket (MLR) with a
range of 80 kilometres (48 miles).
There is already a project underway to develop a 160 milimetre MLR
with a 40-kilometre range, it said.
Other projects include a “strategic rocket with turbojet engine guided
by global position system and inertial navigation system,” it added.
Such a rocket is significant because it implies efforts to develop a
surface-to-surface missile with a range at the upper limit of the
voluntary Missile Technology Control Regime (MTCR).
The MTCR, a global disarmament group involving the United States and
33 other members, was established in 1987 to control exports of
missiles which can deliver weapons of mass destruction.
The Thai armed forces do not currently have any surface-to-surface
missiles in their inventory, it added.
The ministry document says funding pressures on the defence budget and
encouragement by unspecified sectors for greater self-sufficiency is
driving the new programme.
Thailand’s King Bhumipol Adulyadej, who enjoys strong support from the
armed forces which overthrew the Thai government in a bloodless coup
last September, has called for a “sufficiency economy,” the weekly
said.
Jane’s added that the new research and development programme was
launched before the coup but gained formal approval when it was
submitted to the country’s Defence Council about a month afterwards.

Battlefield Mag in Thailand.
This is in the year 1993 where they wrote, "Battlefield will take you to know the new JAS-39 Gripen ". And the lower text can read as, "Read the design detail and the fantastic Gripen"

This is in the year 1995 where they wrote, "Urgent! Sweden will sell Gripen to RTAF". That the time when RTAF about to buy 8 F/A-18C/Ds which later cancelled due to the 1997 Asian Economic Crisis and RTAF got F-16ADF instead. :)
Electricity Generating Authority of Thailand buys ROV to keep dams safe and free flowing
Thailand's 14 dams are kept safe and free flowing with the help of a compact remotely operated underwater vehicle (ROV). The Saab Seaeye Falcon ROV recently delivered to the Electricity Generating Authority of Thailand checks for leakage, debris obstruction and supports diver operations and safety.

Gripen production line fail to deliver the jet
Since the Gripen selection of Thai goverment in October. Gripen face a obstacle on its brand-new customer, fail to deliver the jet in time.
Many Thai model lover found that they can not buy a 1:36 or 1:72 of Gripen model due to the high demand. Some must place the order today and got the jet in many months after. The price is rising sharply.
This once occured when RTAF chooses F-16 falcon, and now Gripen. Can we say this is the failure of Gripen International and Saab AB. rofl (Just kidding)
Gripen in 703 sqn. painting where they will station in 2011.
