Nipat Thonglek, head of the Supreme Commander's department of border affairs, said the Burmese government earlier planned to release 35 Thai prisoners, but two of them face severe charges so the Thai authorities agreed with the Burmese government that they deserve punishment.

Royal Thai Police unveil new uniform
BANGKOK, Nov 23 (TNA) – The Royal Thai Police are preparing to a newly-designed uniform better adapted to the kingdom's hot weather, according to Police Commissioner General Pol. Gen. Seriphisut Temeeyaves.
Unveiling the new design, Pol.Gen. Seriphisut said the fabric will be lighter than the present one which could help them be more comfortable when working.

The trouser colour may also be changed, but the colour selection has not been made between black and khaki, both of which are under consideration, the police chief said. Khaki is the existing colour.
Pol. Gen. Seriphisut said he believed the makeover would not encounter any objection or complaints, even though some critics said that the new uniform looks similar to that of a security guard. rofl
i noticed a lot of Thai policemen have airborne wings

Yes, partly yes.
The thing is like this, mate. RTP has a unit call 'Border Patrol Police' which its organization is almost like the Army. They have a troop who trianed like the soldier and also have a airbrone unit like airbrone unit of army. So they have their own wings which is consist of Helicopter and Transport aircraft. They also have a armed unit which is operate V-150. But they have no tank or SAM They responsibility is the border security and work in cooperation with the other armed force.
They have a good record against the communist insurgency during the cold war and now they mostly dealing with the southern insurgency and war between Burma and Burmese minority (thay mostly effect Thailand).

Thai military plans hefty shopping list
BANGKOK (*******) - Thailand's armed forces will submit a 10-year, $8.8 billion (4.3 billion pound) shopping list for a submarine, warplanes and other hardware to the new civilian government after elections next month, officials said on Monday.
The military, which overthrew Prime Minister Thaksin Shinawatra in a bloodless coup last year, said the spending spree was necessary for Thailand to keep up with its better-equipped neighbours.
"Every country knows what its neighbours have and what it needs to maintain the balance of power," Lieutenant General Pitsanu Puchakarn told ******* after a weekend meeting of armed forces chiefs.
"If we don't think about these issues now, it will be too late a decade from now," he said.
The military has faced criticism for buying new weapons at a time when the country's economic growth has slowed due to post-coup political uncertainty.
But Pitsanu said the military chiefs proposed to raise defence spending to 1.8 percent of GDP in the first five years to 2014 and to 2.0 percent from 2015-19.
That compared to 1.58 percent of GDP this year.
Singapore, which has the best-equipped military in southeast Asia, spends about 4.0 percent of GDP on defence.
Thai Defence Minister Boonrawd Somtas has said the military needed new tanks, ships, fighters and helicopters after several years of lean budgets following the 1997/98 Asian financial crisis.
The military-appointed government has already approved the 6.7 billion baht ($200 million) purchase of Israeli guns, Ukrainian armoured vehicles and Chinese missiles.
Last month, the air force said it planned to buy six Swedish-made Gripen fighters for 19.5 billion baht, with a second batch of six to be reviewed by the new government.
High on the navy's wish list is a submarine to patrol the Andaman Sea and for joint patrols of the Malacca Strait with Malaysia, Singapore, Indonesia and Vietnam.
The Navy's first submarine would cost more than 40 billion baht, Pitsanu said, and join a Thai fleet that includes southeast Asia's first aircraft carrier.
The Spanish-built Chakri Naruebet cost $230 million when Thailand took delivery in 1997, but high operating costs have kept it mostly in port.

Thai military seeks 300 billion baht from next government for weapons - army
BANGKOK (Thomson Financial) - Thailand's defense ministry said Monday it will seek 300 billion baht from the next government to buy 10 more fighter jets, a submarine and other weaponry.
The military has already ordered 12 Swedish-made JAS-39 Gripen fighters at a cost of 34.4 billion baht.
Some of the spending on those jets will be folded into the new budget, which will cover a ten-year period from 2009, the ministry's spokesman Lieutenant General Pichasanu Puutchakarn said.
He said the new weaponry was needed to bring Thailand on a level with neighbouring countries and to help fight a separatist insurgency that has claimed 2,700 lives over four years in Muslim-majority southern provinces.
'In response to changing circumstances we are facing, including the southern insurgency and the rising threat of terrorism in the world, Thailand needs greater capabilities to defend our country,' Pichasanu said.
'For example, some of our neighbors already have a submarine. We need to make a decision now so that one will be available to us in the next five to 10 years,' he said.
In addition to a submarine, the plan also calls for 10 more fighter jets over a decade starting from 2009, he added.
The military has been on a shopping spree since seizing power in a bloodless coup last year.
Since the takeover, military spending has skyrocketed to 140 billion baht for 2008, up from 29 billion baht the year before the coup.
Last month Thailand announced it would buy 12 Gripen fighters, made by Sweden's Saab, by 2017. The military also ordered 96 Ukrainian armoured vehicles for 133 million dollars in August, and is looking at other weapons from Israel.
The military says the spending is needed to modernize Thai forces, which have been using equipment that dates back to the Vietnam War, noting that defence spending had been on hold since the 1997 Asian financial crisis.
Pichasanu said the government aims to boost the ratio of defense spending from the current 1.5 percent of GDP to 2.0 percent over the next decade.
The planned budget will have to be submitted to the government that will be installed after elections on December 23, the first polls since the putsch that overthrew twice elected premier Thaksin Shinawatra.

This is the thing I impress the most. NWS980
I talk to the development team. They are working in the software department of Institute of Advanced Naval Studies. (สถาบันวิชาการทหารเรือชั้นสูง) The head of this project, he siad at the first time RTN want to procure naval combat sinulator to train its high ranking officer. But the foreign software cost you more than 200,000,000 baht!!! So they try develop this software by themself. They uses the open source software Global Conflict Blut as a base engine. It is actually a game that you play in your home but he adjust them to suit the military task. He added the real information of warship and after one year of development, the outcome is like this.

He said this software can link together via internet. You can simulates multiple navy to fight each other or simulates the operation under the united nation. He shows me how US navy carrier attack Venezuela. And if you further develop this, you can connect to the real radar and surveillance system to do the real task or to act like combat suite. RTN headquater can monitor this and see eveything that move in the sea of Thailand.
This is awesome. Because RTN pay only 4,000,000 Baht for this compare to 200,000,000 if you buy it. And NWS980 even better!!!! It's all Thai-made software. Many foreign navy want to buy this from him, especially Philippine navy.

King calls for unity in country
- Current situation 'unstable'
- National security must come first
His Majesty the King yesterday called for unity among the armed forces and Thais, urging them to put national security above all else.
The King was addressing soldiers from 13 Royal Guard battalions who gathered at the Royal Plaza for their annual trooping of the colour parade and ceremony of taking an oath of allegiance to mark his 80th birthday on Wednesday.
"It is clear that the current situation is unstable. We can say that if Thais have a lack of awareness for the country, unity, we all may face calamity," His Majesty said.
"Therefore, I ask all soldiers and all Thais in every circle to contemplate whether the country deserves your protection.
"If you think so, please consciously stay honest, minimise prejudice and strengthen kindness and unity."
His Majesty, who was released from Siriraj Hospital on Nov 7 after three weeks of medical treatment for insufficient flow of blood to part of his brain, looked physically fit.
His Majesty, accompanied by Her Majesty the Queen and His Royal Highness Crown Prince Maha Vajiralongkorn, arrived at the Royal Plaza in a convertible about 5.10pm yesterday. Other members of the Royal Family also attended.
Several thousand people thronged the streets that led to the Royal Plaza to get a glimpse of the King and members of the Royal Family.
The King, with the Queen by his side, stood in the slowly moving car carrying his sceptre while reviewing the troops in full regalia.
Supreme Commander Boonsrang Niampradit led the soldiers in taking an oath of allegiance before His Majesty, who sat in a pavilion in front of Am**** Garden at the Royal Plaza.
Taking the oath, Gen Boonsrang said soldiers would do their utmost to carry out their tasks with honesty.
They were ready to make the ultimate sacrifice to protect the monarch and the Royal Family, he said.
After the oath, cannons at Sanam Sua Pa beside the Royal Plaza fired a 21-gun salute and 8,000 balloons were released into the sky.
The King then spoke to the soldiers, saying that Thailand has managed to maintain its independence and territorial integrity because people realised the importance of being Thai and the duty of protecting the country's freedom and security.
"As attested to by history, Thais have a close bond and come together as one. They are not divided, and always act in concert," the King said in his speech to the Royal Guards after they swore allegiance to him.
"However, it is clear that the current situation is unstable. We can say that if Thais have a lack of awareness for the country, unity, we all may face calamity."
His Majesty urged soldiers and the public to decide for themselves whether the nation is of great importance and is worth protecting to ensure it continues to exist.
"If you realise the country is important, then be careful with your actions and thoughts, stick to honesty, try to put a curb on prejudice and foster compassion and unity among each other.
"No matter what you do, make national security the highest goal," the King said, and wished all Thais happiness and success.
His Majesty then reviewed the soldiers on parade.
More than 2,000 soldiers from 12 Royal Guard battalions marched in the parade.
The trooping of the colour ceremony, which lasted one hour, concluded with a parade of cavalrymen on horseback from the 29th Cavalry Squadron, King's Guard.
Their Majesties then left the Royal Plaza for Chitralada Palace about 6.10pm.
Along the way, the King waved to people who gathered on the road. They shouted "Long Live the King" as his motorcade passed.
As a prelude to the trooping of the colour ceremony, two activities were organised at the Royal Plaza.
The first was an exhibition of muay thai fighting skills by boxers, followed by a performance of five of the army's marching bands playing several compositions by the King. As part of the week-long celebrations, the King is to address the nation tomorrow, when he grants an audience to members of the cabinet, chief justices and the National Legislative Assembly as well as high-ranking state officials at Dusidalai Pavilion in the compound of Chitralada Palace.
On Wednesday, His Majesty meets a congregation of people at Chakri Maha Prasart Throne Hall at 10.30am. Hundreds of thousands of people, in yellow shirts, are expected to gather along the route from Chitralada Palace to the Grand Palace.
At night, fireworks will light the skies and many Thais will perform charitable acts to honour the King, such as donating blood. Across the nation people will also show respect for the monarch by performing merit-making ceremonies that typically involve freeing captive animals, including birds, turtles and fish.

South Thailand bombing kills six
Six people have been killed and at least 20 injured in an explosion in the southern Thai province of Pattani.
Reports say that the blast was caused by a bomb left in a motorbike outside a busy restaurant. The bombers are believed to be among the dead.
The attack is one of the deadliest in recent months in Thailand's four Muslim-majority southern states.
More than 2,500 people have been killed since 2004 by separatists who want to establish an Islamic state.
Witnesses say that two men died at the scene and four other people died in hospital.
'National unity'
Army spokesman Col Akara Thiprote told the Associated Press that the bombers were believed to have been killed in the blast.
"We suspect that the bomb went off in front of the restaurant before they intended it to," he said.
The attack occurred the day before the Thai king celebrates his 80th birthday, although the events are not believed to be linked.
In his annual birthday speech, the much-revered King Bhumibol Adulyadej called for national unity but did not refer to the troubled south. (He refer to the silly politician and dumb military who fight each other - Skyman's comment)
Thailand's Muslims often complain of discrimination and a lack of opportunities in the country.
Insurgents have launched almost daily attacks in the southern states, mostly against Buddhists. Humanitarian groups have called for greater protection for civilians.

SAN DIEGO, Calif. November 20, 2007 -- Cubic Defense Applications, the defense segment of Cubic Corporation (Amex: CUB), has won a contract valued at over $10 million to develop a new air combat training system for the Royal Thai Air Force. Two Thai air bases will soon join a growing number of U.S. and international installations in the Asia-Pacific region that are using Cubic's "rangeless" air combat training technology to polish the air combat maneuvering skills of military pilots.
Thailand's Air Chief Marshal Chalit Pukbhasuk, Commander in Chief of the Royal Thai Air Force, assigned Air Vice Marshal Watana Claijumnong, Director of the Directorate of Electronics, to sign the direct-sale contract on behalf of the Royal Thai Air Force (RTAF) during a formal ceremony at Cubic's main campus in San Diego in late September. Cubic is under contract to deliver in March 2009 to two fighter wings at Korat and Takhli in Central Thailand.
The system's air and ground components use the same technology employed by U.S. Pacific Air Forces (PACAF) pilots at Misawa and Kadena air bases in Japan, and the Osan and Kunsan bases in South Korea. The Royal Australian Air Force at Williamtown, New South Wales, and another nation in the region have also recently acquired this same Cubic developed technology, commonly referred to as "KITS" after the first installation at Kadena.
"This sale makes it possible for various Pacific Rim nations to conduct joint instrumented training using state of the art technology, since all these systems are interoperable," remarked Philip J. Fisch, senior director of Business Development for Air Ranges for Cubic Defense Applications.
The new system consists of GPS-based instrumentation pods and ground systems. The system can monitor all maneuvers in real time and provide live feedback to pilots during training. The real-time monitor capabilities allow the training to be viewed at the bases. In addition, all the training exercise data is recorded for postmission debrief and analysis.
The ground systems feature Cubic's Individual Combat Aircrew Display System, or ICADS™. ICADS™ allows pilots to monitor, control and debrief their training missions on standard PCs or laptop computers and includes many 2-D, 3-D and alphanumeric views of simulated battles.
Fisch noted that Cubic has a long history with Royal Thai Air Force, dating from the early 1980s when the Thai government purchased an early-generation combat training system. That system was in use at Korat from 1985 until 2000. "Now Thailand will have its own instrumented air combat training system that it can use anywhere, anytime to give pilots that extra edge in training," Fisch said.
Cubic Defense Applications (CDA) is one of Cubic Corporation's two major segments. CDA is a world leader in realistic combat training systems, mission support services and defense electronics. The corporation's other major segment, Cubic Transportation Systems, designs and manufactures automatic fare collection systems for public mass transit authorities. Tango Historical Sqn. is the home of the dedicated people to work for the restoration of the old and historic aircraft in Thailand.
F8F Bearcat, the fighter type 15th of RTAF, is the most widely use fighter in RTAF. more than 200 aircrafts used to commission in the fighter sqn. nationwide, more than any other model.
After the long restoration in Northrop Grumman company by the group of retired engineer who spend time working on this aircraft as their hobby and the vulunteer engineer in Tango Historical Sqn., this aircraft is made a official " second maden flight" today, after 12 years since 1995. The old R-2800-34W engine is replaced by C-123 engine.
Took off from Don Mueang AFB, the aircraft is flew around 4 minutes and landed safely. The pilot is Group Captain Virayut Dityasarin, a talent pilot who lead Tango historical sqn.
I would like to thank Mr. 001 JZ team for Bearcat's photos. Also Thank you the retired engineer in Northrop Grumman who help restore his aircraft without cost and vulunteer engineer in Tango sqn. who bring his bird fly into the sky again like in year 1952 - 1972.

LAWBREAKER PRISON
A tomboy's crimes of passion
A love-struck tomboy, twice convicted on drug charges, is doing everything she can to remain on the wrong side of the law so she can go to jail and be with her girlfriend. Supatra Laitaithongk, 28, was caught shoplifting yesterday in a bid to be reunited with her girlfriend, who is in prison.
Supatra was caught stealing cosmetics in Chalermthai and Forum shopping malls in Chon Buri province yesterday.
However, police did not detain her because the shopping malls did not press charges.
Supartra, however, said she would continue to break the law at all costs.
She made no secret of the fact that she is a tomboy and has a girlfriend, Kalayani Pasuramethi, 26, who is a prison inmate. Supatra said she committed the crime because she wanted to go back to jail and stay with her girlfriend.
Supatra said she had been previously jailed for a drug offence. In prison she met and fell in love with Kalayani, also a drug offender. Supatra served her term, but her girlfriend remained in prison.
Longing to be with her girlfriend, Supatra said she decided to buy two methamphetamine tablets, then went straight to police and gladly confessed her crime. She was then sent to jail for a second time where she was reunited with her girlfriend, as she intended.
However, she was released again on Dec 15, and went shoplifting yesterday.
Determined not to let anything come between her and her girlfriend, Supatra insisted she would try and find her way back to prison to be reunited with her lover.
Pol Capt Surachai Thanyathoworn, of Chon Buri's Muang district police station, said police tried to get Supatra to abandon the idea, but to no avail.

Thailand lurches back to democracy
By Jonathan Head
BBC News, Bangkok
The election comes 15 months after a bloodless coup
Coup leaders usually promise early returns to democratic rule, and often renege on that promise.
But such was the shock over the military's intervention in Thailand in September 2006, a country which had hitherto been seen as a beacon of democratic progress in Asia, that few doubted the sincerity of the generals who has seized power when they made the familiar pledge.
Thailand seemed too prosperous, too sophisticated and, well, simply too free to live under military rule for long.
And 15 months later the generals lived up to their word.
A new constitution was approved in a referendum in August and Thais go to the polls on Sunday to elect a new, democratic government.
This military interlude has been bloodless and martial law, where it has remained, has been low-key.
But the crisis which blew up over the leadership of ousted Prime Minister Thaksin Shinawatra has not been resolved, nor is it likely to be through this election.
Justifying the coup
The generals who led the coup took a big risk.
Had it gone wrong, had there been any blood shed or resistance from Mr Thaksin's followers, it would have failed.
They had the backing of key members of the traditional elite, top bureaucrats and business figures linked to the monarchy, and some sympathy from a growing anti-Thaksin protest movement incorporating middle-class Thais and NGO activists.
Mr Thaksin's new party is popular among rural Thais
But the coup was a blow to Mr Thaksin's core constituency, the rural poor, who had helped propel him to a record series of election victories.
The coup leaders needed to justify their intervention by proving their charges of massive corruption and abuses of power under Mr Thaksin.
That has not happened.
The various legal cases brought against the former prime minister are of a fairly technical nature, and have made little progress in the courts.
There is a suspicion that officials are unwilling to push the cases against him until they are sure he will not be making a comeback.
Or it may be that so many officials were compromised by their dealings with Mr Thaksin that they dare not risk going after him.
The result, though, is that there has so far been no smoking gun.
The frequently-made claims that his was the most corrupt administration in Thai history now look hollow.
Strong loyalties
So Mr Thaksin remains very popular in much of the north and north-east, where his populist economic policies had their biggest impact.
These areas have large populations and will vote for a large chunk of the 480 seats in the new parliament.
The coup had the backing of many people in Bangkok
A decision in May to ban Mr Thaksin's party, Thai Rak Thai, and 111 of its top executives from politics has not stopped his new party, the People Power Party, from moving strongly ahead in the opinion polls.
It is unlikely to win an outright majority but it may be far enough ahead of its rivals to make it impossible to keep the PPP out of government.
And the PPP is openly campaigning against the coup and for bringing Mr Thaksin back from exile.
The overthrow of Mr Thaksin has broken up the Thai political landscape, with many of the local power-brokers who had brought their support bases under his fold moving off to found their own parties.
But few of these godfathers have Mr Thaksin's electoral appeal and marketing skills.
As a result, the hope of the coup leaders that a new middle party would emerge to join forces with the Democrats, Thailand's oldest party and the main opposition to Mr Thaksin, have been dashed.
Abhisit Vejjajiva is likely to win the middle class vote
Instead the defectors from Thai Rak Thai have splintered into three smaller parties - Puea Pandin, Matchima Thipataya and Ruam Jai Thai/Chart Pattana - none likely to win more than about 40 seats each.
The other middle ranking party, Chart Thai, is projected to win around 60 seats under its veteran leader Banharn Silpa-Archa, but no-one can be sure with whom this notoriously fickle politician, nicknamed "The Eel", will side.
For many middle-class, urban Thais the Democrats are the cleanest, most cosmopolitan party, under their youthful and photogenic leader Abhisit Vejjajiva.
But the Democrats' traditional support base outside Bangkok is in the south.
In other rural areas they have found it difficult to compete with Mr Thaksin's mesmerising promise of a government that will enrich the poor.
All the parties are now offering versions of his populist policies like cheap credit and universal healthcare.
But loyalty to the man who first introduced them remains strong.
Unstable coalition
So what will the military do if, as seems likely, the PPP wins enough seats to form the core of a coalition government?
Thais are split between those who did or did not support the coup
Already there are complaints from PPP candidates that soldiers have been obstructing and harassing them in the regions.
The new army commander has ruled out another coup - but it is worth remembering that the man who led last year's coup, General Sonthi Boonyaratglin, had also ruled out such a move before that happened.
There will surely be strong pressure behind the scenes on the other parties not to team up with the PPP.
Any government that emerges from this election is likely to be a short-lived and unstable coalition.
The split in Thai society, between those who supported and opposed Thaksin Shinawatra, and between those who backed or rejected the coup, is still there.
The promise of the coup-leaders, to heal Thailand's political divisions, has not been met.
And the real forces behind the overthrow of the Thaksin government remain a mystery, with theories ranging from business interests frozen out of access to power by the telecoms tycoon, to palace factions who felt threatened by his boundless ambition.

Yeah, Thailand is walking into the democratic way. I can say that it will ,one way or another, effect the armed procurement conducted during the junta term. Wait and see, we will know what will happen!!!!!
Royal Thai Navy Recently commission 2 class of OPV and Patrol Ship. and it's a low price and capatible ship, IMO.

First, RTN commission 2 Pattani-class OPV. The Overall program cost is about $100,000,000. It is the RTN original design ship but they build in China for the financial reason. (More cheaper and we don't have enough money at that time.) But the ship is all-western electronic and weapon. Combat suite is from Thales. 1 Fire control radar and 1 searching radar. The ship is 1,300 tons in displacement and can carry 1 light helicopter. (In this case, Super Lynx 300)
The current weapon inventory is 76/62 Oto Melara Super Rapid gun, 2 x 20 mm. local control gun and 2.50 machine gun. RTN have a plan to equip this ship with Harpoon and 2 x 40 mm automatic gun in near future. (They already have a fire control for Harpoon. Just install the missile)
RTN plan to build 1 more in Thailand next year.
Another type is T.991-class patrol ship

It is The King initiated ship. Its size is 100 tons. Equipped with 2 x 30 mm. DS-30M from MSI-DSL and 2 x .50 machine gun with Mirador optronic fire control radar from Thales. 3 ships is cost $60,000,000. The construction is done in RTN dock and Marson Shipbuilding Company.

The King is paid most contribution to this project. Consider his shipbuilding enthusiastic, he took responsibility to ask the ship research and design institute in UK to test the design plan. And he give the opinion on the technical issue and how the design will be conduct.

In Thailand, normally we do not celebrate the X'mas because we don't have this event in Buddhism. But Thais people always play around with the major event around the world. So we combine the X'mas atmosphere with the New Year Celebration.
I start this thread because the mega world of internet is lack of Thai military information, both in Thai and in English. So my intention is to provide the world about Thai military stuffs.
Thai military, or I have to say all Thais people and Thailand itself, faces the troublesomeness since last year. 19th Sep 2006 Coup, Political uncertainty, Southern Insurgency, etc.
But we somewhat stay optimistic. The Buddhist principle says the life is like the wheel. There will be a time to rise and fall. But no one or nothing will face the bad thing all the time and alway. Someday when the wheel turn up, your situation will improve.
I have to say Thank you to all of you. Thank to all of my friend who shares Thai military photos to me so I can publish to the world. Thank for the MPs.net user who post Thai military information and photos here and the other place in this board. And after all, thank for all reader to spend your time read this thread.
Hope that the next year will be the better year for the world.
