These are clearly Chinese Marine Uniforms. Street Fighter has some of the most thoughtful and subtle political commentary in modern day cinema. The allied nations are clearly being equipped and trained by the ChiComs. Just look at their emphasis on martial combat instead of any real military tactics. It's a critique on the insidious influence of the ChiComs in a globalized world and a harsh response to the neo-liberal post-"occupy" generation.

Since the movie is from 1994, one could rather assume that the chinese marines copied Jean Claude van Damme than vice versa.
Perhaps this jewel of Hollywood filmmaking impressed PLAN officers so much that they tried to raise a force modelled after the AN in the movie.
Unfortunately efforts to recruit Kylie were not successful.

Well, that's the difference between good cinema and great cinema. Like the film, 1984 or metropolis, the foresight of these directors are nothing but visionary. What other movie could've so accurately predicted the geo-political situation nearly 20 years into the future?

Blue in camo uniforms is quite common whether in Air Force or Marine units around the world. The colour is often found in police units who wear camo.
