Abdullah Wama, 32, confessed to police that he was core leader of insurgency group in the district. He claimed responsibility for attacking a police box a few years ago which resulted in the death of 19 insurgents. He also claimed to have been a coordinator bringing insurgents into Saba Yoi.

Burma to release 33 Thai prisoners on Friday

(BangkokPost.com) - Thirty three Thai prisoners detained at prisons in Burma will be released and brought back to Thailand on November 30 as the neighbouring country marks His Majesty the King's 80th anniversary next month.

The Thai air force will take C-130 aircraft to take the inmates back from Burma on Friday.

Nipat Thonglek, head of the Supreme Commander's department of border affairs, said the Burmese government earlier planned to release 35 Thai prisoners, but two of them face severe charges so the Thai authorities agreed with the Burmese government that they deserve punishment.

The Burmese government decided to lower the sentences of the two prisoners, who were charged with trafficking 100 kilogrammes of heroin, from capital punishment to 50-year jail term.

The goodwill gesture of the Burmese government takes place after Supreme Commander Boonsang Niempradit requested the government to release the prisoners on the occasion of His Majesty's birthday on December 5.

Defence minister 'discussing arms, not politics'

(BangkokPost.com) - Defence Minister Boonrawd Somtas said a meeting between him and high-ranking military officials on Saturday is to discuss arm procurement and has nothing to do with politics.

Gen Boonrawd and other influential figures including Supreme Commander Boonsang Niampradit and heads of the army, navy and air forces attended the meeting at Nakhon Pathom in the morning.

The minister said the procurement meeting was to find arms for the security forces to protect Thailand for possible threats including southern insurgency.

He insisted the meeting is held transparently, adding that there is no hidden agendas behind the discussion.

Gen Boonrawd reiterated that the meeting is not aimed to discuss the obstruction of certain political parties ahead of the Dec 23 general election.

Royal Thai Police unveil new uniform

BANGKOK, Nov 23 (TNA) – The Royal Thai Police are preparing to a newly-designed uniform better adapted to the kingdom's hot weather, according to Police Commissioner General Pol. Gen. Seriphisut Temeeyaves.

Unveiling the new design, Pol.Gen. Seriphisut said the fabric will be lighter than the present one which could help them be more comfortable when working.

There will be less health risk as the fabric is a well-ventilated textile, police officers wearing the new attire will have no accumulation of sweat which could lead to skin infection, he said.

As for the head gear, a beret will replace the existing cap, he said, adding that the emblem to be used will be an embroidered badge instead of a metal pin or brooch that could be an obstruction when the wearer is on duty.

The trouser colour may also be changed, but the colour selection has not been made between black and khaki, both of which are under consideration, the police chief said. Khaki is the existing colour.

Pol. Gen. Seriphisut said he believed the makeover would not encounter any objection or complaints, even though some critics said that the new uniform looks similar to that of a security guard.

Questionnaires will be distributed to heads of units for their comments, he said, adding that if there are no objections, the new uniforms could be in service soon.

However, the former uniform will also be used concurrently, said the police chief. (TNA)-E003

    Yes, partly yes.

The thing is like this, mate. RTP has a unit call 'Border Patrol Police' which its organization is almost like the Army. They have a troop who trianed like the soldier and also have a airbrone unit like airbrone unit of army. So they have their own wings which is consist of Helicopter and Transport aircraft. They also have a armed unit which is operate V-150. But they have no tank or SAM They responsibility is the border security and work in cooperation with the other armed force.

They have a good record against the communist insurgency during the cold war and now they mostly dealing with the southern insurgency and war between Burma and Burmese minority (thay mostly effect Thailand).

Thai military plans hefty shopping list

BANGKOK (Reuters) - Thailand's armed forces will submit a 10-year, $8.8 billion (4.3 billion pound) shopping list for a submarine, warplanes and other hardware to the new civilian government after elections next month, officials said on Monday.

The military, which overthrew Prime Minister Thaksin Shinawatra in a bloodless coup last year, said the spending spree was necessary for Thailand to keep up with its better-equipped neighbours.

"Every country knows what its neighbours have and what it needs to maintain the balance of power," Lieutenant General Pitsanu Puchakarn told Reuters after a weekend meeting of armed forces chiefs.

"If we don't think about these issues now, it will be too late a decade from now," he said.

The military has faced criticism for buying new weapons at a time when the country's economic growth has slowed due to post-coup political uncertainty.

But Pitsanu said the military chiefs proposed to raise defence spending to 1.8 percent of GDP in the first five years to 2014 and to 2.0 percent from 2015-19.

That compared to 1.58 percent of GDP this year.

Singapore, which has the best-equipped military in southeast Asia, spends about 4.0 percent of GDP on defence.

Thai Defence Minister Boonrawd Somtas has said the military needed new tanks, ships, fighters and helicopters after several years of lean budgets following the 1997/98 Asian financial crisis.

The military-appointed government has already approved the 6.7 billion baht ($200 million) purchase of Israeli guns, Ukrainian armoured vehicles and Chinese missiles.

Last month, the air force said it planned to buy six Swedish-made Gripen fighters for 19.5 billion baht, with a second batch of six to be reviewed by the new government.

High on the navy's wish list is a submarine to patrol the Andaman Sea and for joint patrols of the Malacca Strait with Malaysia, Singapore, Indonesia and Vietnam.

The Navy's first submarine would cost more than 40 billion baht, Pitsanu said, and join a Thai fleet that includes southeast Asia's first aircraft carrier.

The Spanish-built Chakri Naruebet cost $230 million when Thailand took delivery in 1997, but high operating costs have kept it mostly in port.

    ($1 = 33.80 baht)

Thai military seeks 300 billion baht from next government for weapons - army

BANGKOK (Thomson Financial) - Thailand's defense ministry said Monday it will seek 300 billion baht from the next government to buy 10 more fighter jets, a submarine and other weaponry.

The military has already ordered 12 Swedish-made JAS-39 Gripen fighters at a cost of 34.4 billion baht.

Some of the spending on those jets will be folded into the new budget, which will cover a ten-year period from 2009, the ministry's spokesman Lieutenant General Pichasanu Puutchakarn said.

He said the new weaponry was needed to bring Thailand on a level with neighbouring countries and to help fight a separatist insurgency that has claimed 2,700 lives over four years in Muslim-majority southern provinces.

'In response to changing circumstances we are facing, including the southern insurgency and the rising threat of terrorism in the world, Thailand needs greater capabilities to defend our country,' Pichasanu said.

'For example, some of our neighbors already have a submarine. We need to make a decision now so that one will be available to us in the next five to 10 years,' he said.

In addition to a submarine, the plan also calls for 10 more fighter jets over a decade starting from 2009, he added.

The military has been on a shopping spree since seizing power in a bloodless coup last year.

Since the takeover, military spending has skyrocketed to 140 billion baht for 2008, up from 29 billion baht the year before the coup.

Last month Thailand announced it would buy 12 Gripen fighters, made by Sweden's Saab, by 2017. The military also ordered 96 Ukrainian armoured vehicles for 133 million dollars in August, and is looking at other weapons from Israel.

The military says the spending is needed to modernize Thai forces, which have been using equipment that dates back to the Vietnam War, noting that defence spending had been on hold since the 1997 Asian financial crisis.

Pichasanu said the government aims to boost the ratio of defense spending from the current 1.5 percent of GDP to 2.0 percent over the next decade.

The planned budget will have to be submitted to the government that will be installed after elections on December 23, the first polls since the putsch that overthrew twice elected premier Thaksin Shinawatra.

    Defense & Security 2007: NWS980

This is the thing I impress the most. NWS980

I talk to the development team. They are working in the software department of Institute of Advanced Naval Studies. (สถาบันวิชาการทหารเรือชั้นสูง) The head of this project, he siad at the first time RTN want to procure naval combat sinulator to train its high ranking officer. But the foreign software cost you more than 200,000,000 baht!!! So they try develop this software by themself. They uses the open source software Global Conflict Blut as a base engine. It is actually a game that you play in your home but he adjust them to suit the military task. He added the real information of warship and after one year of development, the outcome is like this.

He said this software can link together via internet. You can simulates multiple navy to fight each other or simulates the operation under the united nation. He shows me how US navy carrier attack Venezuela. And if you further develop this, you can connect to the real radar and surveillance system to do the real task or to act like combat suite. RTN headquater can monitor this and see eveything that move in the sea of Thailand.

This is awesome. Because RTN pay only 4,000,000 Baht for this compare to 200,000,000 if you buy it. And NWS980 even better!!!! It's all Thai-made software. Many foreign navy want to buy this from him, especially Philippine navy.
