While playing PR it froze and looked like that, and I had to restart my computer.

    ...PR?

Happened more than once?, happened in other applications as well, etc.?
    Updated drivers?
    Fully patched game?
    etc..

You need to be more specific when asking for help, and a thanks wouldn't hurt either (I work with IT-support all day and when doing it during my free-time it's nice to know that someone appreciates help, and not expects it like they do at work ;P )

I've had something similar before. Your video card is overheating. You need to improve cooling inside your computer. Clean your fans, make sure you have good air flow, check the fan on your video card, it could be dirty with dust. Check if your video card fan is working as well. It could also indicate problems with your video card, which you can resolve by replacing or exchanging your current video card.

Download HWMonitor....let it run in the background and play PR for 30 minutes, tell us what temp your 280 gets to.

I finally have enough funds for a new PC, I'm a little torn between getting a higher end laptop or just doing a build for a little more $.

I'd like portability (though some are a bit on the heavy side) but I don't know if its worth it.

It don't have to be an overheating GPU, it doesn't look like your ordinary GPU artefacts...
It's a possobility, but as Easy C mentioned, we need to see temps before one can really determine if it's artefacts or no.
(And also, if it's only occuring in this program it's likely a driver/patch/bug-related issue rather than the GPU overheating..

Good idea to get the latest nvidia drivers as I think the guys here were saying about a bug causing the GPU to overheat in the previous release.
Overclocking can cause instability when the system is loaded.... you're not overclocking are you
As the guys already said clean your fans, helps the life of the system to be cooler even if that is not your immediate problem.
Some systems have a filter on the inlet which can be popped off for cleaning.

You haven't stated your PSU/SMPS power rating. I wouldn't recommend anything less than 600W for that, and a reputed brand/model.

I know NewEgg and TigerDirect are reputable retailers. Never ordered with either of them though.

With Ebay, I hope you don't mean used HDDs?

Spent some decent money at TigerDirect over the years, orders have promptly shipped and everything always arrived in perfect condition either before or on the estimated ship date. I also recently bought a Raptor drive at Newegg, didn't ship right away but it did arrive by the estimated delivery date, packaged quite well.

I've had excellent experiences from Tiger and Newegg. I prefer newegg because they have more stuff that interests me. Both shipped just fine, I find that New egg has a bit better packaging though.
