They are not in military but in police force. Police in Russia and other former soviet republics has many types of uniforms.

A staff member of the Russian police. The fact that the uniform shoes and tights uncomfortable, ugly and disgusting quality. Therefore, the majority of women prefer to wear shoes and tights civil sample. Command closes eyes to it. Length of skirts, in principle, regulated, but for this, too, nobody watches.
Apparently.. Why no weapons? or a night stick. How can they chase the bad guys with heels on? Just askin..
